Call for AIG Identification Nominations
Nominations are open at all times. See the timeline, below for more detail.
If you know a Carolina Beach Elementary School student in 3rd, 4th, or 5th grade that is doing above grade level work or otherwise displays the potential to work in CBES AIG program, now is the time to refer that student for AIG identification using the NHCS AIG Nomination Form.
To nominate a student for AIG identification, complete the 2017-18 CBES AIG Nomination Form found on the CBES AIG webpage (Standard 1; Identification link). Submitted AIG nomination forms go electronically to Mr. Dodd. Please note that nominations returned after November 17, 2017 cannot be guaranteed to be completed this school year.

The Identification Process:
Formal identification begins in 3rd grade. Using multiple criteria, each school's Match Team looks at individual children and matches the level of differentiated services needed to meet his/her academic needs. Anyone at any time may nominate a child for gifted identification. If you would like to nominate a child for gifted identification, please use the CBES AIG Nomination Form or email Scott Dodd, the gifted specialist at the child's school to start the identification progress. It would be helpful if the person nominating had samples of above grade level work completed by the child to submit with the assessment form.
The Multiple Criteria
The Match Team meets to review each student's nomination. The Match Team uses the AIG Flowchart and Match Team Record to record identification decisions. Based on the data collected on each child, the Match Team decides on what level of differentiated services should be delivered to that child. DEP
Once the Match Team identifies the level of differentiation for each student, there are several service options available to meet the academic needs of each student. These options that will be used for each child are listed and checked on the Differentiation Education Plan (DEP) for parents to read, review and sign each school year. At specific times during the school year progress reports will be sent home to communicate how the DEP is being implemented. These documents do not need to be signed and returned to school.

Once a student has been identified in Elementary School, that identification will continue in Middle School. Service options may change in Middle School so be sure to review and read your child's Middle School DEP.

Grievance Policy: G.S.115C-150.8. Review of Disagreements - In the event that the procedure developed under G.S. 115C-150.7(b)(7) fails to resolve a disagreement, the parent or guardian may file a petition for a contested case hearing under Article 3 of Chapter 150B of the General Statutes. The scope of review shall be limited to (I) whether the local school administrative unit improperly failed to identify the child as an academically or intellectually gifted student, or (II) whether the local plan developed under G.S. 115C-150.7 has been implemented appropriately with regard to the child. Following the hearing, the administrative law judge shall make a decision that contains findings of fact and conclusions of law. Notwithstanding the provisions of Chapter 150B of the General Statutes, the decision of the administrative law judge becomes final, is binding on the parties, and is not subject to further review under Article 4 of Chapter 150B of the General Statutes.
