NHCS Multilingual Education Information
The mission of New Hanover County Schools, in collaboration with our parents and the community, is to strive to provide children an excellent education in a safe and positive learning environment where they are prepared with the critical skills to reach their full potential for a world yet to be imagined.
The mission of the NHCS ESL Department is to allow all students to achieve educational success by assuring access to challenging content while providing appropriate modification of instruction and assessment.
WIDA ACCESS Placement Test [W-APT]
The W-APT is administered to measure the English proficiency levels of any previously untested student whose Home Language Survey (HLS) indicates a language other than English. There are two possible outcome classifications: (1) Limited English Proficient (LEP) or (2) Never Identified as LEP. A student identified as LEP may receive either Direct Services (regular ESL instruction) or Consultative Services (an ESL teacher is available to consult with the student's classroom teachers upon request or to provide occasional ESL assistance for special projects, etc.
Annual WIDA ACCESS Test
Every LEP student must take the annual WIDA ACCESS English proficiency test in the spring testing window (usually sometime from January to March). According to the scores received, students may (1) continue to be identified as LEP or (2) score high enough to be Exited from LEP Identification.
