Selection for Chief Petty Officer and all Officer ranks will be made at the discretion of the SNSI and NSI based on the cadet's position, performance (both academic and job), grades, participation, and recommendation of the Unit Commanding Officer and unit requirements. Advancement/promotions are not subject to the time in grades limitations and may be waived by the SNSI/NSI. Officers/CPOs must earn and maintain eligibility for the PT Ribbon. Cadets who are interested in becoming a CPO or officer must pass a written exam; however, simply passing the exam does not guarantee selection for advancement/promotion -- it simply puts them in the "eligibility pool." Notes

When a cadet meets the time in rank requirement, they may request to take the advancement exam for the next rank. If approved, the cadet may take the advancement exam, however will not be advanced until all requirements are met. When all requirements are met, the cadet must submit a request to be advanced. Requests from cadets to take advancement exam for ranks other than the next rank from the one they hold will be disapproved (e.g. a PO2 cannot take the exam for CPO).

Advancement exams will normally be administered prior to the end of the 9 week period.

SNSI will maintain and administer all exams.

All advancement requests must have the SNSI or NSI approval (depending on year group). Any or all of the above requirements may be waived by the SNSI or NSI.

Simply passing the advancement exam and meeting the points and time requirement does not automatically guarantee advancement/promotion, but puts cadets in the "eligibility pool." The cadet must submit a request to be advanced. If you do not know your eligibility date, you can ask your class leader who will research it and get back to you. Final approval for advancement will rest with the SNSI/NSI based on cadet performance, attitude, motivation, etc.

All ranks are to be considered temporary and may be removed if the cadet does not live up to the NJROTC core values (e.g. becomes a discipline problem or is failing NJROTC or other classes at school).

For example, a PO3 who fails NJROTC for the quarter may be reduced in rank to Seaman.
