Re-Classification and Monitoring of English Learners

ELs may exit or become re-classified from the Language Instructional Education Program (LIEP) once they have successfully met the Pennsylvania Department of Education criterion which was created on October 1, 2017.

Re-classification of an EL indicates that the student is adequately proficient in English so that direct LIEP is no longer necessary. However, this does not prohibit the district and each teacher from continuing to provide accommodations and modifications as needed. A re-classified student is still entitled to assistance to ensure that the content is assessable.

Re-classification may only take place between June and the end of September of the school year and is based on the following criteria:

• Score from the most recent ACCESS for ELs 2.0

• Rubrics from both the ESL and one content area teacher

All re-classified students are monitored for 4 years following the date of exit. The first two years must be documented with a monitoring form that must be completed by content teachers for each grading period and kept in the students’ file. Copies of the state monitoring forms are provided in this section. Years 3 and 4 of monitoring do not require the completion of the monitoring form; however, these students must be identified as re-classified ELs in the PIMS System. It is recommended that the ESL Coordinator or ESL Specialist communicate with the PIMS coordinator to ensure proper coding of re-classified students.
