What is Equitable Multi-Leveled Tiered Systems of Support (EMLTSS)

Federal and state laws have directed schools to focus on helping all children learn by addressing problems earlier within the general education setting. These laws emphasize the importance of providing high quality, evidence - based instruction and interventions, and hold schools accountable for the adequate yearly progress of all students. This process of providing interventions to students who are at risk for academic or behavioral struggle is called Multi-Level Systems of Support or EMLTSS, also known as RtI: Response to Intervention.

EMLTSS or RtI is a process that provides interventions and educational support to all students at increasing levels of intensity based on their individual needs. The goal is to prevent problems and intervene early so that students can be successful. EMLTSS/RtI is a process designed to help schools focus on interventions that are matched to student needs and monitored on a regular basis. The information gained from the EMLTSS/RtI process is used by school personnel and parents to adapt instruction and to make decisions regarding a student's educational program.
