What is HiCap?
HiCap (Highly Capable) refers to students who perform—or show potential to perform—at significantly advanced academic levels. Other states call this “gifted” programming.
Who is considered during screening and testing?
All 2nd and 5th graders, plus referred students in other grades, will be reviewed by a screening committee in December:
2nd graders take part of the CogAT in December, and iReady diagnostics are also considered
All SBA and iReady scores are reviewed for 5th graders
Any testing data and referral information for referred students is reviewed for consideration
Students that are screened in for consideration will complete the full CogAT in January. All scores are then considered during the placement committee meeting in February:
Who Does HiCap Serve?
Highly Capable serves students in all grades, K-12, at all of our schools across the district. The level of services differ depending on the student and the location. See more about the services in the tabs listed in the menu at the top of this page.

By Washington State law, students identified for Highly Capable Program services are those who “perform or show potential for performing at significantly advanced academic levels compared with others of their age, experiences, or environments. Outstanding abilities are seen within students' general intellectual aptitudes, specific academic abilities, and/or creative productivities within a specific domain.”
"Students who are highly capable may possess, but are not limited to, these learning characteristics:
(1) Capacity to learn with unusual depth of understanding, to retain what has been learned, and to transfer learning to new situations;
(2) Capacity and willingness to deal with increasing levels of abstraction and complexity earlier than their chronological peers;
(3) Creative ability to make unusual connections among ideas and concepts;
(4) Ability to learn quickly in their area(s) of intellectual strength; and
(5) Capacity for intense concentration and/or focus."
