An RSP is a well-developed and defined plan to support students who exhibit a substantial deficiency in reading. Missouri legislation (Section 167.645, RSMo) specifically addresses student literacy and lists the requirements of an RSP. The development of an RSP includes the process of gathering and analyzing student data, determining if a student has a substantial reading deficiency (SRD) or risk factors for Dyslexia, using data to set student growth goals, and assessing whether students meet those goals at the end of instruction. Students who receive an RSP must have evidence-based intervention reading instruction that is grounded in the science of reading.

Teachers administer offline fluency tasks
Benchmark Fluency Tasks use developmentally appropriate stimuli to determine whether a student is meeting foundational reading and fluency skills three times per year. When administered together, the fluency tasks and Diagnostic provide teachers with perspective on students’ reading proficiency and appropriate next steps to take for instruction. The tasks are administered by educators in a one-on-one, offline setting. Each task is educator-scored and yields different performance-level results. Literacy task scores are collected into iReady Connect for analysis and reporting.

Diagnostic Results and Offline Fluency Tasks are analyzed with guidance from a partnership between DESE and iReady to determine students who are demonstrating evidence of reading difficulties. The areas of difficulty to be reported on are Phonological Awareness, Phonics, Fluency, Vocabulary, and Comprehension. Lexile Measures are reported as well.
In compliance with (Section 167.645, RSMo) SB 681 iReady reports this data to DESE twice a year (fall and spring).
There are three ways in which students scores are analyzed to determine if a student qualifies for a Reading Success Plan:

Only new students in grades K-5 are identified MOY for an RSP. Please reach out if you have any questions about determining if newly enrolled students qualify for an RSP.
