The Iron Grays Chapter of the National Infantry Association is an awards arm of the 102nd Infantry Regiment Association. The sitting company 1SGs, Command Sergeant Major and Operations Sergeant Major are automatic members of the Awards Committee representing the Battalion for military awards. Nominations for awards may be made by (any) members. The awards branch shall present proposed awards to the Executive Board for approval. Nominations for the Order of Saint Maurice will be reviewed by a panel of 5 (or more) NIA members. An officer of the local chapter of the NIA will chair the OSM board. It will be the Duty of the Awards Branch to nominate and submit recognition for service, regimental awards to the proper authority for military personnel and retiree’s.
Awarded by the National Infantry Association and the Chief of Infantry to recognize the significant contributions made by Infantrymen, Infantry supporters, and spouses
(Highest Level) For those who have made a significant and lasting contribution to the entire Infantry with a special version of the award going to the Infantry Doughboy Award winners each year. Must be or have been Infantry Branch. Active and RC nominees must be members of the NIA
(Middle Level, BDE and BN Officer/NCO Leadership and Special Nominees) for an outstanding contribution to the Infantry. Must be or have been Infantry Branch. Active and RC nominees must be members of the NIA.
Outstanding or conspicuous contribution to the Infantry. Infantrymen and Soldiers of other branches and other US Armed Services are eligible for this level. Active and RC Infantrymen who are nominees must be members of the NIA.
For young Officers and Non-Commissioned Officers who have demonstrated excellence in performance and significantly contributed to their Infantry Battalion’s success. This award is an initial foundation for future awarding of the Legionnaire, Centurion, and Primicerius levels of the Order of Saint Maurice.
For civilian personnel who have supported the U.S. Infantry.
Awarded to a spouse who has contributed significantly to the Infantry. The NIA’s goal is to recognize spouses of Infantrymen and other Soldiers in support roles, whose contributions deserve special recognition by the National Infantry Association and the Infantry community. The award is a token of appreciation for the sacrifice and commitment demanded of the wives and supporters of Infantrymen and other Soldiers. It further symbolizes these women as true patriots with selfless ideals and the courage to send their Soldier into harm’s way.
Awarded for outstanding volunteer community service of a sustained, direct, and consequential nature
Military Outstanding Volunteer Service Medal
a. The MOVSM was established by EO 12830, 9 January 1993, as amended by EO 13286, 28 February 2003. It may be awarded to Servicemembers of the Armed Forces of the United States and their RCs who, subsequent to 31 December 1992, perform outstanding volunteer community service of a sustained, direct, and consequential nature.
b. To qualify for award of the MOVSM a Servicemember’s service must meet the following requirements: (1) Be voluntary. (2) Be to the civilian community, to include the military Family community. (3) Be significant in nature and produce tangible results. (4) Reflect favorably on the Army and DOD. (5) Be of a sustained and direct nature.
c. The MOVSM is not authorized for the following: (1) A single act or achievement, as this does not constitute sustained community service. (2) Merely attending membership meetings or social events of a community service group or organization, as this does not constitute significant and direct community service. (3) Volunteer service performed while deployed to a combat theater. (4) Service that is detailed or tasked, or performed as part of a military mission (for example, unit project; command sponsored project) as this service is not voluntarily in nature or is part of the command’s mission. (5) Service that results in personal gain for the Soldier.
d. The overall level of volunteer participation and impact of an individual’s community service is key to determining whether award of the MOVSM is justified. Although sustained community service is not defined by a specific time period or number of volunteer hours (for example, 36 months encompassing 500 hours of direct volunteer service), approval authorities will ensure the service to be honored merits the special recognition afforded by this medal.
e. The MOVSM recognizes service provided to a community over time; therefore, multiple awards of the MOVSM during a single assignment or tour of duty are not authorized.
f. Qualifying volunteer community service may encompass successive tours or assignments. Commanding officers or civilian equivalents may provide a letter of continuity to the Servicemember’s gaining command detailing the Servicemember’s previous volunteer service which did not result in award of the MOVSM.
g. Approval authority for award of the MOVSM will be commanders (overseas and CONUS) serving in the rank of lieutenant colonel (LTC/O–5) and above. Before the recommendation is forwarded to the award approval authority, the recommender must certify that the Servicemember meets the eligibility criteria for award of the MOVSM. Substantiating documentation, such as record of hours contributed, letters or certificates from activity supervisors, or other proof of the Servicemember's volunteer services may be attached as enclosures to the recommendation.
h. The rules for processing award of the MOVSM are as follows: (1) Recommendations for award of the MOVSM will be submitted through official military channels using memorandum format. The MOVSM template is available at https://www.hrc.army.mil//tagd/awards/%20and%20decorations%20templates. (2) Individuals are only presented an MOVSM on initial award. Subsequent awards of the MOVSM are indicated by bronze service stars (see para 6–11 for further information on the bronze service star). (3) The MOVSM may be awarded posthumously. (4) The MOVSM will be worn immediately after the HSM. (5) The MOVSM is categorized as a service medal and, as such, no orders are issued to announce its approval and there is no award certificate. Approval memorandum will be uploaded to Soldier’s AMHRR and MOVSM will be posted to DA Form 4037 for officers and on the ERB for enlisted Soldiers. (6) The MOVSM is not authorized for award to foreign personnel.
Awarded to recognize service or achievements that contribute significantly to the accomplishment of the mission of an Army activity, command, or staff agency
Public Service Commendation Medal
a. This award consists of a bronze medal, lapel button, and certificate, DA Form 5231 (Public Service Commendation Medal). It ranks directly below the Meritorious Public Service Medal and may be approved by any of the following individuals:
(1) Any commander (colonel and above).
(2) Commanders exercising courts-martial authority.
(3) Principal officials of HQDA staff agencies.
(4) Officials of general officer or SES rank.
b. This medal may be awarded to -
(1) Civilians not employed by the Army (for example, other Federal employees, private citizens, and so forth).
(2) Presidential appointees and senior Army officials in non-career positions.
(3) Technical personnel who serve the Army in an advisory capacity or as consultants.
c. This award is given to recognize service or achievements that contribute significantly to the accomplishment of the mission of an Army activity, command, or staff agency.
Awarded to recognize patriotic civilian service that contributes to the mission of an Army activity, command, or staff agency, or to the welfare of Army personnel
Patriotic Public Service Lapel Pin
a. This award recognizes patriotic civilian service that contributes to the mission of an Army activity, command, or staff agency, or to the welfare of Army personnel. The award consists of a lapel button and certificate, DA Form 7012 (Patriotic Public Service Lapel Pin). The lapel button will accompany the certificate only when the award is presented as an individual award.
b. This certificate may be awarded to civilians not employed by the Army (for example, other Federal employees, private citizens, and so forth) or officials of DA at the policy development or approval level. It also may be awarded to groups, including employees, business firms, fraternal organizations, and quasi-military units.
c. This award may be approved by any commander in the rank of lieutenant colonel (O–5) and above, with authority to further delegate to directors of DRUs, members of the SES, and general officers. This authority may not be further delegated.
