Before you begin brainstorming and writing, you'll want to understand the timeline, understand the parameters and formatting, consider your audience, and consider your support squad.
Plan Ahead
The most beautifully written personal statement in the history of the universe won't do you much good if you turn it in late. You'll need to determine:
The deadline by which materials are due
What else you have going on in your life that will also occupy your time (classes, internships, travel, etc.)
What your own writing process looks like (everyone's is different!)
With all of this in mind, you can build your timeline with appropriate milestones, like when you'd like to have your first draft ready and when you'd like to receive feedback.
Identify the target
What’s the prompt, if there is one? (Some programs just say "write a personal statement.")
If there is a specific prompt, it is essential that you answer the question or prompt you're given, rather than the question or prompt you wish you had been given!
Are there formatting instructions?
Some opportunities won't even consider your application if you don't adhere to the formatting requirements they give. If you're asked to submit a one-page personal statement, don't submit two pages!
Who will be reading it?
This is particularly important as audience will determine a lot of content/tone. For instance, if the audience is educated non-specialists (for example, a faculty committee), you'll want to avoid using a lot of discipline-specific jargon.
What are the stated values of the opportunity/institution?
Look for keywords, buzzwords, mission statements, "about us" sections-- do some sleuthing!
What are the other application components?
What will the other application components demonstrate? How can your personal statement complement or interpret your other materials?
