English as a Second Language (ESL) in WCPSS

The goal of ESL is to support English Learners’ academic achievement by accelerating English language development and facilitating essential understanding(s) through connections with grade-appropriate skills and concepts.


ESL curriculum and instruction varies according to ELs (English Learners) current levels of English proficiency and grade levels. Instruction ranges from building academic language for creating a foundation for learning to guiding and expanding the development of a child’s use of more advanced language skills.


The Limited English Proficient (LEP) program is based on federal regulations and adapted to fit the needs of Wake County students. All students with a language other than English listed on their Home Language Survey will be tested for English language proficiency. Based on the scores of the assessment, students will either test out of the program, or be placed in the LEP program to receive language support services.  

ESL at HCES

ESL students are supported in their language and academic development both directly and indirectly by the ESL teacher. The ESL teacher uses student language data, academic data, and teacher collaboration to provide each child with the services they need to succeed. These services vary but primarily include research-based standards-aligned small group instruction, in-class ESL instructional support, data monitoring, and teacher collaboration. 

Meet the ESL Teacher

Mrs. Zei

Hello! I'm Mrs. Zei (rhymes with the word "eye"), and I'm the ESL teacher at Hortons Creek. I have been an educator for 16 years in various roles before coming to Hortons Creek - as a high school Spanish teacher and as a middle school technology facilitator.  

I was born in Rhode Island (the smallest state!) but I have lived in North Carolina since I was 4 years old.  I lived in Charlotte, then Greensboro, before moving to Raleigh.  I went to North Carolina State University (Go Wolfpack!) and have worked in Wake County Schools ever since.

I am passionate about working with students who are learning English and acclimating to a new culture. I work closely with the classroom teachers at Hortons Creek to ensure that students have what they need to be successful.
