Lyhour You is a full-time Lecturer in the Electrical and Energy Engineering Department at the Institute of Technology of Cambodia (ITC) in Phnom Penh, Cambodia, a position he hAas held since September 2024. Since August 2025, he has also supported the GEE Engineering Program under HEIP2.
He holds a Master of Engineering in High-Voltage Insulation and Transmission Technology from Chulalongkorn University, Thailand with a thesis on the electrical characteristics of suspension insulators, and a Bachelor's degree in Electrical and Energy Engineering from the Institute of Technology of Cambodia.
Beyond the classroom, Lyhour maintains an active role in applied high-voltage engineering. From November 2022 to August 2024, he worked as a part-time Testing Technician at the High-Voltage Research Laboratory of Chulalongkorn University in Bangkok, Thailand, where his responsibilities included testing porcelain insulators to ANSI standards, dry and wet flashover withstand testing on transformer bushings per IEC requirements, and calibration of capacitive voltage dividers and Tesla transformers.
His academic interests are further shaped by a series of international training programs and seminars, including virtual summer courses at Institut Teknologi Bandung on energy transition modeling and renewable energy planning, and more recent trainings in Cambodia on energy sector modeling (in support of Cambodia's NDC 3.0 process), energy management, low-carbon buildings, and power system analysis and stability under the EDC–AFD/EU Grid Modernization Project.
