If we were to look at the option of deciding what is best for the team in collaboration with the PO by setting the cadence and Team Charter for them and not involving the team this is probably not the best approach. In doing this you may either alienate certain members of the team as it is not very collaborative or empowering or you may find that the team is now dependent on you to make all decisions for them which is very limiting for the growth of the team. Building high-performing teams require empowerment, collaboration, and trust, and unfortunately, this option does not give us much evidence of these.
