Public Records Requests

BCES maintains electronic, paper and audio records consistent with Chapter 40.14 RCW, and provides records upon request in compliance with the Washington State Public Records Act, Chapter 42.56 RCW.

Record requests may be made for records generated and maintained by the Southeast Communications Center (SECOMM) or Benton County Emergency Management (BCEM).

Available SECOMM records generally include: background event chronologies (CAD); audio recordings of 9-1-1 calls; audio recordings of non-emergency police and fire/EMS calls; and recorded radio communications between police and/or fire personnel. Audio is available for 270 days from the event date. CAD records are available for three (3) years from the event date.

SECOMM is the Public Safety Answering Point (PSAP) for the counties of Benton and Franklin, including the agencies located within each county. For this reason, 9-1-1 records for the agencies listed below are generated and maintained by BCES.

The City of Richland Fee Schedule is available on the City’s website. If applicable, payment must be received prior to release of the records. Payment instructions will be provided with notice of the availability of your first installment of responsive records.
