Homeowner Associations (HOA) are typically formed and governed by a set of documents that includes, Articles of Incorporation, Declaration, By-Laws and Minnesota Statute CHAPTER 515B. MINNESOTA COMMON INTEREST OWNERSHIP ACT.

The Board of Directors establishes Rules and Regulations and Polices that further define additional requirements of how the HOA will operate. Policies are an extension of the Rules and Regulations.
