Decisions in Flames is a variant of both World in Flames diplomatic systems from Politics in Flames and Days of Decisions, and borrows its morale system from Fatal Alliances III, with a card-driven system that simulates the pre-war diplomatic sequence (J/F 1936 to S/O 1939) and more “random” political, diplomatic and industrial events throughout the war.
Decisions in Flames replaces or complements the following base rules for World in Flames:
· WIF 13.3. US Entry: the US Entry options and some actions are managed by the option card system (see 13.3.1 & 13.3.3).
· WiF 19.6~19.10. Instead of the rigid alliance method stated in the standard rules, the political chart and option cards allow far greater freedom in the political allegiance of minor countries.
· WIF 5.1. All trade agreements between the major powers and the minor countries except the special trades between Japan & USA, Italy & USA and Germany & the USSR.
· WIF 17. Vichy is completed with a very simplified “In Search of Vichy” rule (this rule was first published in Line of Communication #11) also inspired from the Victory in the West campaign.
