The Wyoming Foster Care Youth and Alumni Policy Council (WPC) was founded in 2026 by Nathaniel Williams, a former foster youth, advocate, and Founder of the Foster Care Alumni of America – Wyoming Chapter. Inspired by the work and success of the National Foster Care Youth and Alumni Policy Council, Nathaniel envisioned a statewide council that would ensure the voices of young people and alumni with lived experience help shape Wyoming's child welfare system.

Recognizing the need for a permanent, youth-led advisory body in Wyoming, Nathaniel established WFCYAPC to bring together current and former foster youth from across the state to identify challenges, develop solutions, and provide meaningful recommendations to the Wyoming Department of Family Services (DFS) and other state agencies, policymakers, and community partners.

As the founding organization, the Foster Care Alumni of America – Wyoming Chapter (FCAA WY Chapter) serves as the Co-Lead Organization of the council. In this role, the chapter provides leadership, organizational support, and strategic guidance while working alongside additional statewide partners to ensure the council reflects the diverse experiences of youth and alumni across Wyoming.

Upon the council's creation, FCAA WY Chapter appointed Nathaniel Williams as the inaugural Executive Director of the Wyoming Foster Care Youth and Alumni Policy Council. As Founder and Executive Director, Nathaniel is responsible for leading the council's vision, building statewide partnerships, supporting member leadership, and ensuring that lived experience remains at the center of every recommendation made by the council.

Modeled after the National Foster Care Youth and Alumni Policy Council, WFCYAPC serves as a collaborative body where current and former foster youth work alongside public and private partners to improve outcomes for children, youth, and families involved in the child welfare system. The council believes that those with lived experience are uniquely qualified to help improve policies, programs, and services that directly impact foster youth.

The Wyoming Foster Care Youth and Alumni Policy Council is committed to:

• Providing recommendations to the Wyoming Department of Family Services, the Governor's Office, the Wyoming Legislature, and other state and local agencies on child welfare policies and programs.

• Elevating the voices of current and former foster youth through authentic leadership opportunities.

• Developing future leaders with lived experience through advocacy, public policy, and civic engagement.

• Building partnerships with child welfare organizations, nonprofit agencies, tribes, educators, and community leaders throughout Wyoming.

• Promoting policies and practices that improve safety, permanency, well-being, education, housing, employment, and lifelong connections for youth and alumni.

The council believes that meaningful system change happens when young people with lived experience are not simply consulted—they are trusted as partners in decision-making. By creating a permanent platform for youth and alumni leadership, WFCYAPC is helping build a stronger, more responsive child welfare system for Wyoming.

Although still in its early years, the Wyoming Foster Care Youth and Alumni Policy Council is committed to becoming the leading voice for foster youth and alumni in Wyoming and a trusted partner to state government and community organizations. Through collaboration, innovation, and lived experience, the council is working to ensure every recommendation made reflects the real needs of Wyoming's foster care community.
