Family Resource Centers were created in 1990 by the Kentucky Education Reform Act (KERA). These school-based centers, also known as FRCs, are designed to promote local identification, coordination, and utilization of community resources to help break down barriers to learning which in turn should enhance students' ability to succeed in school. Family Resource Centers serve children from birth through twelve years of age.
FRCs are funded through a grant administered by the Kentucky Cabinet for Health and Family Services, provided by state education funds through the Kentucky Department of Education. Schools must have at least 20% of students receiving free and reduced school meals in order to qualify for a center.
Each center has a unique blend of program components depending on location, available services, local need and community input. FRCs must address the following components:
Preschool Child Care For Children Two And Three Years Of Age
After School Child Care
Families-In-Training (Ages Birth To Five)
Parent And Child Education (Family Literacy)
Health Services Or Referrals To Health Services
In addition, centers choose optional components to address specific needs. The optional component for the Westridge Elementary FRC is Educational Support.
