Past Officers & History

Like many Homeowners Associations, Wilburton Community Association (WCA) was formed during the building boom in the 1960s and this little old logging town was annexed by Bellevue in 1967.

In 1977 it had ceased to be a viable organization.

In the 90s The City of Bellevue started a Neighborhood Enhancement Program (NEP) based on neighborhood input. In the spring of 1999 a neighborhood meeting was called a new Wilburton Community Association was born. The new WCA was lead by the first President, Hunt Branham. <Insert BIO about Hunt>, with active members that included Jim Haskin, Dan Renn and Bill Mattick.

Shortly after WCA was formed, Hunt Branham resigned as president and Jim Haskin was nominated to be the new President. With the help of Dan Renn and Bill Mattick, the officers worked together to build and run WCA. WCA started by publishing four newsletters a year, wrote a set of bylaws, and elected officers at the annual WCA picnic. Dues were established to be collected when needed, which was $5 every other year (many members sent more) at inauguration. Bill Mattick was the first treasurer and Dan became the membership chair which was vital to the success of the WCA.

Jim Haskin retired as president in 2012 when lived in Kelsey Creek had a beautiful backyard with three levels. Jim could longer maintain his property after open-heart surgery and then moved in 2013 to an apartment, which he still resides in Bellevue today. Jim raised their five daughters and was honored to serve and represent the WCA from 2001 to 2012.


Early WCA Leaders:

  • 1995 - 2000 - Founding President was Hunt Branham

  • 2000 - 2011 - Jim Haskins - President, Dan Renn was VP, and Bill Mattick was Treasurer

    • The three elected officers worked closely with a large board of directors to form a viable organization that:

      • wrote the Bylaws,

      • published a newsletters (three times a year),

      • held board meetings (three times a year) with an average attendance exceeding fifteen members,

      • chose a picnic chairperson for the annual picnic, and

      • developed a Neighborhood Watch Program.

    • Wanting a participatory membership, the board also agreed on $5.00 annual dues to be collected as needed. This amount was voluntary. The WCA has always had a substantial balance in the checking account.

    • Dan Renn as membership chair has done a terrific job for over two decades communicating with members who often sent generous checks thanking the WCA for a job well done.


  • 2011 - Bob Shay became President

    • In April 2012 WCA rebuilt the Pasado Memorial Garden.

  • 2016 - 2018 - Ashley Kaiser - President; Kory Livingston, VP; Jim Duong - Treasurer; Iris Jewett - Secretary; Madelyn Bushnell - acting Secretary

  • 2018 - 2019 - Ashley Kaiser - President; Santiago Naranjo; VP; Jim Duong - Treasurer; Madelyn Bushnell - Secretary

  • 2019 - 2020 - Santiago Naranjo - President

  • 2020 - present - LeeAnn Guidotti - President; Santiago Naranjo; VP; Jim Duong - Treasurer; Madelyn Bushnell - Secretary


April 2021 - Recent note from Jim Haskins -

  • Regardless of our intentions and desires, the early team of officers and those succeeding them have left the current residents a community treasure. The WCA has always been a participatory organization and will remain an important part of Wilburton life with a little work and a lot of interest.
