Formed in 2008, STORM is a regional coalition of municipal stormwater permittees in western Washington working together to improve water quality and combat pollution issues within the Puget Sound Basin. Despite an informal collaboration from the very beginning, STORM has been able to create value for the communities and professionals that are part of the work.
STORM is governed by a seven-member volunteer Steering Committee, standing subcommittees and independently functioning, topic-focused work groups. STORM membership is voluntary and free of charge. Jurisdictions are considered members of STORM and may be involved at varying levels. STORM work groups are created on an ad hoc basis and facilitated by STORM members. They are member driven and self-directed. Work groups are focused on specific projects, grants or topics.

In 2008, the Puget Sound Starts Here (PSSH) campaign was developed by STORM to address NPDES municipal stormwater permit education and outreach requirements. These requirements are intended to reduce water pollution.
The Puget Sound Partnership, a state agency working to restore and protect Puget Sound, recognized the impacts of polluted stormwater on the health of Puget Sound, and combined resources with the STORM coalition to form Puget Sound Starts Here.
Today, representatives from local jurisdictions, agencies and non profit organizations work together to support the Puget Sound Starts Here campaign through a variety of activities. These include coordination of regional social marketing campaigns, coordination of the Puget Sound Starts Here Month general awareness campaign, and support of other branded assets such as websites, toolkits and other materials.
