General Rules
Code of Conduct
All delegates are expected to maintain a respectful and professional demeanor at all times during the conference. Inappropriate language, personal attacks, and disruptive behavior are strictly prohibited.
Delegate Decorum
Delegates must dress in formal attire. Delegates should remain seated unless recognized by the Chair, and refrain from interrupting others when they have the floor.
Official Language
The official language of the conference is English. All speeches, position papers, and discussions must be conducted in English.
Attendance
Delegates must attend all sessions unless excused by the conference organizers. Late arrivals or absenteeism will impact a delegate's performance and evaluation.
Rules of Procedure
Roll Call
Each session will begin with a roll call, where each delegation will declare itself as "present" or "present and voting."
Point of Order
If a delegate believes there is a procedural error during the session, they may raise a Point of Order to correct it. The Chair will decide if the point is valid.
Point of Personal Privilege
Delegates may raise a Point of Personal Privilege if they are experiencing personal discomfort that impairs their ability to participate (e.g., temperature or audibility issues).
Point of Information
Delegates may use a Point of Information to ask questions during or after another delegate’s speech, subject to the Chair’s approval.
Motion to Open Debate
A delegate may motion to open debate on a specific agenda item. This motion requires a second and is subject to a simple majority vote.
Motion for Moderated Caucus
During a moderated caucus, the Chair will recognize delegates to speak for a set period on a specific topic. A motion for a moderated caucus must specify the duration and topic of discussion.
Motion for Unmoderated Caucus
Delegates may motion for an unmoderated caucus, where formal rules are suspended, allowing informal discussions. The motion must state the duration of the caucus.
Voting Procedures
Resolutions and amendments will be voted on by the committee. Voting requires a simple majority unless otherwise specified. Abstentions are permitted unless the delegate is marked as "present and voting."
Additional VNMUN Rules for Order
Time Management
All delegates must adhere strictly to the time limits for speeches and discussions. The Chair will enforce timekeeping, and exceeding time limits without permission will result in a warning.
Respect for the Chair
Delegates must respect the authority of the Chair at all times. Persistent disobedience or interruptions will result in penalties, including the potential removal from the session.
Maintaining Decorum
No delegate may leave the room during a formal session without permission from the Chair. Disruption of the session, including loud conversations or phone use, is prohibited.
Yielding Time
A speaker may choose to yield any remaining time to the Chair, another delegate, or to questions. The speaker must declare their intention when yielding.
Use of Electronic Devices
Electronic devices such as phones, laptops, and tablets are allowed for research purposes during unmoderated caucus only. Devices must be silenced during formal sessions to avoid distractions.
Resolution Submission
Delegates must submit draft resolutions and amendments to the Dais for review before they can be introduced for debate. All resolutions must adhere to the official formatting guidelines provided by the Secretariat.
By adhering to these rules, VNMUN strives to create an organized, respectful, and productive environment for all delegates. Delegates failing to comply with these terms may face disciplinary actions, including removal from sessions or the entire conference.
