Billy is a dimwitted, happy-go-lucky boy who lives in Endsville with his parents, Harold and Gladys. He is the best friend Irwin and Grim. While Mandy is more often than not portrayed as being a villainous character, there are a few instances where she can be somewhat heroic, albeit for her goal of ruling the world herself. There are also a few instances in the show where she shows genuine concern for Billy.
