Victori'us Arts' Methodology & Grading Rubric
As part of the Livable CRD 2026 Municipal Election Survey, Victori'us Arts developed and contributed the arts and culture questions included in the questionnaire, see Candidate Questions.
We assess not only whether a candidate supports action, but what kind of action they support. Administrative improvements, specific policy changes and structural interventions can have very different effects on the arts and culture sector. Where responses differ materially in policy impact, that difference is reflected in the assessment.
Methodology
How we assess municipal responsibility: Arts and culture are supported through both direct municipal funding and programs and the CRD Arts & Culture service. These are not interchangeable. In grading candidate responses, we consider whether a commitment relates to a responsibility, funding mechanism, or policy tool that the candidate's municipality can actually influence or control. We also consider whether the municipality participates in the CRD Arts & Culture service. As a result, a candidate's reference to regional arts funding does not automatically count as a commitment to municipal arts funding.
For Victoria candidates: Victoria both participates in the CRD Arts & Culture service and provides arts and culture support directly through the City's own programs, grants, infrastructure investments, public-art programs, and other municipal tools. We therefore distinguish between a candidate's position on direct City investment and policy and their position on regional CRD arts funding.
Municipal candidate results will be made available September 22nd, 2026
