I used the Vector Asset to create an Icon that I want for my app. I set it in the manifest file and it works. However it has a transparent background. I would like to fill that transparent background with a solid color.

Android Studio uses different vector assets for the foreground (the actual icon) and the background. The defaults are ic_launcher_background.xml and ic_launcher_foreground.xml which you can find in the mipmap folder under /res. They are both used within ic_launcher.xml. So just replace those two XML files with your own code.

You can use Potlatch 2's vector background layers to speed remapping, by pulling through data (from a compatible source) as one of the tools in your mapping. On this page we'll explain how to do it with an example in the South-West of England.

I'm using Geoserver (2.1) to load raster data with the Imagemosaic plugin and then using Geowebcache to cut this data into tiles across the full coverage of the British National Grid. However the data does not extend to all areas of this extent and in these areas I get black background where there is no data.

To resolve this I loaded a vector background which serves as a blue sea background for areas where the raster data does not extend to. However where the vector and raster areas meet I am still seeing sections of black no data background (even though the vector data covers all areas where the raster data does not and is behind it in the layer group).

I brought it into Illustrator and changed the colors to be much more neutral and quiet. I can then save out the pattern as a PNG.
