"By the virtue of the power vested in me as President of the United States, including the Patient Protection and Affordable Care Act (42 U.S.C. §§ 18001 et seq.), the Patsy T. Mink Equal Opportunity in Education Act (20 U.S.C. §§ 1681 et seq.) as amended by the Civil Equality Act of 2018, and the Civil Rights Commission Amendments Act of 1994 (Public Law 103-419), I do hereby order as follows:
SECTION 1—POLICY AND PURPOSE
It is the stated policy of the United States to recognize the innate and immutable nature of each person’s sexual orientation and consequently to oppose involuntary or coercive procedures that purport to change a person’s sexual orientation—otherwise known as conversion therapy—wherever such procedures may occur or whatever form such procedures may take. It is furthermore the policy of the United States to afford every citizen the equal protection of the laws notwithstanding their sexual orientation, and to resolutely take action against all forms of discrimination on the basis of sexual orientation, including but not limited to conversion therapy. In issuing this Executive Order, I recognize the scientific consensus (as expressed by resolutions of the American Medical Association and American Psychological Association) on the nature of sexual orientation as immutable and assigned by non-voluntary mechanisms that may include, among many other factors, genetics, socialization and the environment, and that sexual orientation is not a voluntary preference.
SECTION 2—ADMINISTRATION OF FEDERAL HEALTH PROGRAMS
The Secretary of Health and Human Services shall, within 60 days of the effective date of this order, promulgate an order directing the Department of Health and Human Services Office for Civil Rights to issue updated guidance regarding the interpretation and enforcement of section 1557 of the Patient Protection and Affordable Care Act (42 U.S. Code § 18116) to: define the participation of any health program or activity that receives Federal financial assistance within the meaning of the section in any practices oriented towards changing the sexual orientation of minors or denying the non-heterosexual orientation of minors to constitute discrimination within the meaning of 42 U.S. Code § 12143(e); clarify and reinforce the applicability of the section to discrimination on the basis of sexual orientation; and facilitate enforcement of the section by the Office for Civil Rights. The Secretary of Health and Human Services shall report within 180 days on the progress of the implementation of the directive to all health programs receiving Federal financial assistance."

Executive Order #5
"Whereas C.B.P. agents are under trained on how to combat human trafficking,
Whereas there is more that could be done to prevent human trafficking, Therefore, by the virtue of the power vested in me as President of the United States, I do hereby order as follows:
SECTION 1 New Training
Customs and Border Patrol shall be required to create a new training program for its academy, to combat human trafficking. Trainees shall be trained on how to spot human trafficking, both at the border, and within nearby communities, and its signs. Trainees shall also be trained on how to deal with human trafficking, and its relationship with other forms of crimes, like drugs and prostitution. The curriculum shall last at least 40 hours. Further, the CBP shall be required to produce a training program to be completed on a yearly basis, containing advanced training on the topic. The training shall last at least 20 hours.
SECTION 2 Creating of a Center of Excellence
The Department of Justice shall create a new Human Trafficking Prevention Center of Excellence, to assist with the design of the training, the training itself, as well as cooperating with other levels of government in researching ways to prevent trafficking from occurring. It shall be located in a high human trafficking city, as determined by the Department of Justice.
SECTION 3 Cooperation With State and Local Officials
$20 million shall be set into a fund to provide the training on human trafficking to state and local officials. At least 1,000 officials shall go through this training per year, particularly those who work in cities with high levels of human trafficking."

Executive Order #6
"The U.S., in 2015, entered a promise dubbed the Paris Agreement under the United Nations Framework Convention on Climate Change. At this convention, we promised as a nation to work toward a goal: our nation's Intended Nationally Determined Contribution (INDC). America's INDC was to reduce our greenhouse gas emissions by 26-28% from 2005 levels by 2025.
Since then, America has notified the U.N. of its plans to back out of this agreement, which would go into effect November 4, 2020. It is crucial that America does its part among the international community to fight climate change, to avoid hazardous global consequences.
By virtue of the power in me vested as Commander-in-Chief of the military and executive leader of this nation hereby recommit the United States to our original INDC and rescind U.S. plans of withdrawal from the agreement.
This re-establishes the U.S. as a global leader that will play a role in protecting the planet for countless years to come."

Executive Order #11
"Predominantly along U.S. Southern points of entry, U.S. agents have engaged in a practice of limiting the number of daily asylum seekers into America that has been dubbed 'metering.' There is potential that this increases the number of innocent people who are in desperate need of protection to enter the U.S. illegally. What's more, asylum seekers who choose to risk their safety to obey U.S. law are left vulnerable until their opportunity arises to enter. To ensure asylum seekers have a safe, reliable, and legal avenue into the U.S., the practice by federal agents or otherwise of 'metering' must come to an end.
Now, therefore I, CollinMatthew, President of the Virtual Congress, by virtue of the power in me vested as Commander-in-Chief of the military and executive leader of this nation hereby abolish the act of metering as a practice by any government personnel, effective immediately.
To ensure border agents are not overwhelmed by this orders' consequence, which will permit U.S. access to a lengthy waiting list of asylum seekers currently waiting outside our nation, military will be deployed to points of access in need of assistance now and any time in the future where assistance is needed. The assistance will include increased personnel, shelter, food, and water to manage and keep safe asylum seekers until a proper court can fully hear their case."

"This Congress recently passed legislation legalizing prostitution. Not only did I sign this legislation, but I feel very strongly about the freedoms supported in this bill. To ensure those who are currently serving time for said crimes are treated with justice, dignity, and respect, I am immediately pardoning every individual currently serving time for prostitution. This includes individuals who were initially charged with drug crimes as well as prostitution but had their charges lessened to only prostitution by way of negotiating plea deals.
Now, therefore I, CollinMatthew, President of the Virtual Congress, by virtue of the power vested in me as Commander-in-Chief pardon all individuals serving state and federal time for prostitution.
To ensure the pardoning and release of these individuals I will allow state governments 90 days to secure the release of the inmates who fit the previously stated criteria. I give the federal government/prisons 60 days to abide by these rules."

Executive Order #14
"I hereby direct the United States Department of Education (Secretary) to exercise his or her broad existing authority to compromise and modify existing student loans to cancel up to $50,000 in debt for 95% of student loan borrowers (about 42 million people) over the next 5 budget cycles.
Congress gave a general but restricted authority to administrative agencies of the executive branch to cancel debt owed to the federal government in the Federal Claims Collection Act of 1966 (FCCA), as amended by the Debt Collection Improvement Act (DCIA), 31 U.S.C. § 3701 et seq.1 The Departments of Justice and the Treasury have promulgated standards by which this authority is to be exercised by agencies, known as the Federal Claims Collection Standards (FCCS), 31 C.F.R. Subt. B, Ch. IX.
Congress has granted the Secretary a more specific and unrestricted authority to create and to cancel or modify debt owed under federal student loan programs in the Higher Education Act (HEA) itself. That provision empowers the Secretary to execute the broad debt cancellation plan."

Declaration. A state of national emergency shall exist concerning the issue of homelessness, as defined under Section 11302 of the McKinney-Vento Homeless Assistance Act and with the authority assumed under the National Emergencies and Stafford Acts.
Section 2.
Reprogramming. The Federal Housing Administration is empowered to transfer funding from the following programs to the Title V Program on Federal Surplus Property for Use to Assist the Homeless and Low Income Housing Tax Credits:
(i) The Office of Community Oriented Policing Services;
(ii) The U.S. Agency for International Development;
(iii) The Community Development Block Grant Program;
(iv) Unused allocations for the Federal Emergency Management Agency;
(v) Regional Continuum of Care body recipients of federal subsidies.
Section 3.
Localization. The U.S. Inter-agency Council of Homelessness shall work with state and municipal housing agencies and non-governmental organizations on a “Housing-First” stability reassurance approach and shall no longer abide by existing federal vulnerability indexes.
Section 4.
General Provisions. This order shall be implemented consistent with applicable law and subject to the availability of appropriations, with nothing in this order construed to impair or otherwise affect (i) the authority granted by law to an executive department or agency, or the head thereof; or (ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals."

To formulate, and, with the approval of the President, to require uniform periodic reports of progress on all projects; and, where any avoidable delay appears, forthwith to recommend to the President appropriate measures for eliminating such delay, and, similarly, to recommend the termination of projects where it develops that they are not affording the amount of employment warranting their continuation.
3. With the approval of the President, to prescribe rules and regulations:

4. To formulate and administer a system of uniform periodic reports of the employment on such projects of persons receiving relief.
5. To investigate wages and working conditions and to make and submit to the President such findings as will aid the President in prescribing working conditions and rates of pay on projects.

The repeal of Executive Order 15. We should attempt to limit immigration in a sensible way. Congress should make bills on this issue.
The repeal of Executive Order 18 (Homelessness). This should have been done in Congress, not through the use of executive power.
The repeal of Executive Order 20. Countries, the regimes of which are known to support terrorists will be subject to a travel ban.
The repeal of Executive Order 23. We will resume arms sales to Saudi Arabia. Though they are a flawed country, they are our ally in the region.
The repeal of Executive Order 25. Iran has been known to violate the Nuclear Deal and as such they will be once again placed under sanctions.
The repeal of Executive Order 27. Constitution Day will be moved to its prior date.
I hold that some of these are not inherently bad policies, but they should be enacted by Congress, not the President."

An exemption to the Travel Ban of any individual who has aided the U.S. and coalition forces in all countries on the travel ban list. These individuals will be screened by the Department of Homeland Security in a process taking no more than two months to complete."

Section 1: I hereby declare that a state of emergency does currently exist regarding the COVID- 19 Pandemic.
Section 2: I Give the the Anti-Coronavirus Task-force (A.C.T.), as specified in Executive Order 32, Full authority to exercise the power of the president, as granted through the state of emergency; with presidential sign off, regarding the COVID-19 state of emergency.
Section 3: Piece of advice: Ask that people refrain from touching each other if at all possible. Elbow bumps should suffice as a good greeting. Make sure to wash your hands regularly to the chorus of Toto's song Africa (Other 20 second samples are available). Refrain from touching your nose, mouth and head in general.
Section 4: Gatherings of people over 5,000 that are organized by business' and are not political in nature are hereby banned.
Section 5: People who have reason to believe that they have been exposed to the virus must either seek medical help or self quarantine.

1) the initiation of emergency protocols appropriating CDC funding to the Antimicrobial Resistance Laboratory Network for colonization screening, the deployment of Rapid Response Teams to healthcare facilities identified as at high risk for transmission of MDROs by local authorities, and the National Outbreak Reporting System for updates on a certified risk assessment, as announced on 2/18/20 in #cabinet-announcements;
2) the Securities and Exchange Commission to issue a trading suspension closing all airline, tech, and cruise-liner stock trade under the authority of Section 12(k) of the Securities Exchange Act of 1934, pending investigations and subject to renewal after ten days; and
3) The effective enactment of a travel ban concerning immigration from affected European countries, as stipulated below in the measure formatted by DHS Secretary Harris (I-MD)"

Filling the Void on Regulation of Rehabilitation Services. Located.
"By the authority vested in me as President by the Constitution and the Laws of the United States of America, it is hereby ordered as follows:
Regulation. The Secretary of H.H.S. shall:
(i) Establish establish statutory definitions of rehabilitation medicine, including classifications for occupational, physical, psychiatric, vocational and drug dependency-related therapies and services;
(ii) Develop and implement a data collection process mandating rehabilitation services to verify success rates, benefits, and readmission estimates;
(iii) Be empowered to (A) confer with state governments on the establishment of C.O.N. requirements, and (B) Delay allocation of S.A.B.G. to states reprobating the implementation of such measures.
Research. The President's Commission on Rehabilitation Services for Addiction and Disabilities is hereby established.
Tightened Enforcement. The National Office of Drug Control Policy is hereby tasked with investigating fraudulent organized rehabilitation practices.
Public Information. The Centers for Medicare & Medicaid Services shall move to (A) establish a government domain website enabling public search queries of medical professionals board-certified in addiction medicine, and (B) issue rules requiring shop-able rehabilitation services and standard charges to be posted by licensed centers."

Regulation. The FDA shall issues rules establishing universal manufacturer use of a "best if used by" expiration date.
Deduction. The Secretary of the Treasury shall direct the IRS to issue rules to (i) no longer reject any return that shall state a charitable deduction for contributions of food inventory for eligible small businesses, and (ii) no longer prosecute employers deducting only the amount required under the terms of the aforementioned break.
Public Information. The U.S. Department of Agriculture shall move to immediately issue guidance (i) lowering visual standards for perishable food products, (ii) recommending manufacturer-issued "sell by" dates be made "invisible" to consumer interpretation, and (iii) recommending the implementation of "freeze by" dates."

Expanding Entry Eligibility Standards and Protective Status on the Immigration Crisis.
"By the authority vested in me as President by the Constitution and the Laws of the United States of America, it is hereby ordered as follows:
Protected Status. The Attorney General shall immediately move to reinstate the 2013 P.I.P. program for all spouses, parents and minor children of U.S. citizens and U.S. military members, enlistees, and families.
Expanded Eligibility. The U.S. Citizenship and Immigration Services shall issue guidelines applying to discretion to (i) favorably adjudicate waivers for undocumented spouses, parents and minor children of U.S. citizens eligible to obtain legal status if granted a waiver, and (ii) expand existing rules currently allowing spouses, parents and minor children of U.S. citizens to apply for such waivers to spouses and minor children of Permanent Residents.
Expanded Eligibility. The Department of State shall move to promulgate regulations granting:
(i) The option for exclusive consideration of the principally employed family applicant on behalf of an entire foreign family eligible for requested visas;
(ii) O.P.T. extensions to all foreign graduates of U.S. universities instead of solely STEM students, if such training is pursued through employers enrolled in the U.S. Citizenship and Immigration Servives' E-Verify employment eligibility verification program; and
(iii) Employment authorization for all spouses of non-immigrant professionals, extending the right to spouses of H-1s, TNs, and O1s, among others."

Reprioritizing Audit and Investigative Focus on Tax Collection from the Wealthy.
"By the authority vested in me as President by the Constitution and the Laws of the United States of America, it is hereby ordered as follows:
Reprogramming. The U.S. Department of the Treasury is empowered to transfer funding from the following programs to the IRS enforcement budget:
(i) Internal audit and reporting programs examining Earned Income Tax Credit claims;
(ii) Internal tax refund designations for charitable, long-term capital gains, and gift deductions claimed by high-priority earners, which the IRS shall indefinitely suspend; and
(iii) The U.S. Department of Justice Tax Division.
Reclassification. The IRS shall issue rules:
(a) Rejecting carried interest deduction claims for all C corporations.
(b) Classifying swaps and uncovered methods of transfer pricing as tax scams and eliminating deductibility of interest in such transactions as are designated to avoid U.S. taxes.
(c) Requiring all tax-exempt 501(c) organizations to report the names and addresses of their contributors on Schedule B of their Forms 990.
Outsourcing. The RROs commissioned by E.O. 13777 shall be tasked with identifying socio-economic incentive programs currently administered by the IRS that are better suited for management by their respective Department."

"By the power vested in me as President of the United States,
Executive Order 13798 is hereby reinstated.
It shall be the policy of the executive that religious organizations or secular organizations with a stated moral or ethical objection to the usage of contraceptives shall not be required to provide or prescribe contraceptives or any form of birth control. The Department of Health and Human Services shall not discriminate - for any grant funds or other purposes - against any organization that objects, for moral, ethical, or religious reasons, to prescribing or providing contraceptives or birth control.
It shall be the policy of the executive that employers with a religious, moral, or ethical objection to the usage of contraceptives or birth control shall not be required to provide coverage of these services as a part of employer-provided healthcare plans.
To ensure the adherence to several laws regarding the protection of conscience and the prevention of taxpayer funding for the purpose of abortion, the following provisions shall be enacted to improve the enforcement of these statutes;(a) The Department of Health and Human Services shall establish a Commission on Protecting Conscience.(b) To preserve conscience protections established by the Hyde Amendment and Executive Order 13535, it shall be the continued policy of the Department of Health and Human Services that taxpayer funds are not to be used for the purpose of abortions.(c) To enforce these provisions, the Commission on Protecting Conscience shall provide an annual report to the President of the United States regarding any violations which have occurred within the Department.
To preserve and protect the statutes regarding protections from discrimination, it shall be prohibited for healthcare providers to deny service to anyone on the basis of sex, race, creed, national origin, sexual orientation, religion or gender identity."

Policy. It shall now be the duty of the Attorney General to report any behavior which to his or her opinion resembles as bullying to the proper administrative authorities. This includes Virtual Congress owners, administrators and moderators.
Recommendation to Staff. In my official capacity as President of the United States, I humbly request that the Virtual Congress Staff post an official statement which;
(a) Warns members against bullying other members and shows an active commitment to curtail and prevent bullying on Virtual Congress.
(b) Provides instructions on how to report infractions to staff.
Advising Staff Regarding Mental Health Resources. In my official capacity as President of the United States, I humbly request that the Virtual Congress Staff add a new channel which is easily visible and contains mental health resources for members who may need access to these services. Executive Order #51
To respond to the exodus from the region of Hong Kong due to recent action taken by the Chinese government.
"By the power vested in me as President of the United States,
Policy. It is the policy of the United States regarding immigration that;(a) Americans are to be protected from the threat that unvetted admission of foreign nationals may post to the U.S. national security. (b) The United States is a land of prosperity and both cultural and economic freedom, and being a beacon of hope and freedom it has long been a desirable location for migrants seeking a better life for their families. This being considered, the United States has always welcomed legal immigration and the positive effects on culture and the economy that legal immigrants bring to our country.
(c) Illegal immigration, being naturally unvetted and unvettable, must be prevented. We have long taken executive and legislative action to secure our borders and curtail illegal immigration.
Responding to the Crisis in Hong Kong. To provide for an expedited immigration process for those fleeing persecution in the Hong Kong region, the following policies shall be temporarily enacted for either the next 120 days or until rescinded by the executive;
(a) Those living in Hong Kong shall be afforded priority status in the processing of requests for green cards and visas of all types.
(b) The process for the evaluation of applicants from Hong Kong shall be expedited by at least 40% of the normal expected time needed for evaluation.
Prioritizing Applications of Urgency. To assure that immigration resources are appropriately utilized and applicants with the highest levels of urgency are processed with greater haste than those with less or no urgency, the federal government shall recognize three levels of urgency for applications for residency. The following levels of urgency shall be recognized;
(a) High Urgency
(i) Applicants who are seeking asylum, fleeing political, religious or ethnic persecution, living in a rogue state, living in a nation or region which has been designated by the executive as a high risk region for those living within it, living in a state of war, insurgency
or anarchy.
(b) Moderate Urgency
(i) Applicants who reside in nations or regions in which there is a moderate level of immediate danger posed to residents of said region, living in absolute poverty or living in a state of emergency.(c) Low Urgency
(i) Applicants who do not fall under the criteria for the higher urgency categories.
Temporarily De-prioritizing Non-Urgent Migration. To allow for resources to be focused on expediting immigration for urgent applicants, the following policies shall be enacted immediately and shall remain in effect for the next 120 days or until rescinded by the executive;
(a) All applicants who are considered Low Urgency shall have a hold of 45 days placed on their applications.
(b) Applicants who are considered Low Urgency may file subsequent documents to appeal if they believe their application is urgent and believe that a hold on their application will negatively impact them or place them reasonably in a state of danger or urgency."

The United States of America spends the most on pharmaceutical spending compared to nine other high-income countries.
Problems that contribute to such overspending are found to be:
(a) Overpriced pharmaceuticals(b) Lack of competitive market to allow monopolization(c) Low international exchange of pharmaceuticals(d) A complex and consistent mix of payers and negotiators(e) The separation of the manufacturer to the consumer in the drug purchasing process
The Ian Administration supports the goal of the safe importation of prescription drugs, including making changes to affect and decrease the amount of money that the American people spend on pharmaceuticals.
Permitting Safe Importation of Prescription Drugs
The Secretary of Health and Hyman Service, as appropriate with applicable law, is directed to—
(a) Pursuant to section 804(j)(2) of the FDCA: (i) Facilitate grants to individuals of waivers of the prohibition of the importation of prescription drugs (1) Provided such importation poses no additional risk to public safety and results in lower costs to the American patients.
(b) Authorizing re-importation of insulin products that are required for emergency medical care
(c) Allowing for the completion of the rule-making process under section 804(b) through (h) of the FDCA to allow the importation of certain drugs from Canada.
Provisions
(a) Nothing in this order shall be construed to impair: (i) the authority granted to law to an executive department or agency, or the head thereof; or (ii) the functions or the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person."
