Our agency, Virginia Consumer-Directed Services, provides service facilitation to help manage care, ensure compliance, maintain funding streams for care and support families throughout the process.
A fiscal agent is a state-approved organization that:
Processes timesheets and issues paychecks to attendants (caregivers) hired by the Medicaid recipient or their authorized representative, usually the Employer of Record (EOR).
Manages all tax withholdings, unemployment, worker’s compensation, and payroll compliance on behalf of the client.
Ensures the attendant meets eligibility standards through background checks, I-9 verification, and proper enrollment documentation.
Consumer-Direct Care Network of Virginia (CDCN) & Public Partnerships, LLC (PPL) function as the fiscal agents for Medicaid members who opt into Consumer-Directed Personal Care or Respite Care services.
While our agency provides Service Facilitation, it's the fiscal agents who:
