SB 391, Nevada's Read by Grade 3 Act, became effective on July 1, 2015. This statute was designed to dramatically improve student achievement by ensuring that all students will be able to read proficiently by the end of the 3rd grade. SB 391 requires all public school districts and charter schools to develop local K-3 literacy plans aimed at improving the literacy of all K-3 grade level students. This statute also requires every elementary school in Nevada to designate a reading "learning strategist" to provide literacy-based professional learning, coaching, and guidance for all K-4 teachers at the site. SB 391 emphasizes the implementation of early intervention measures in reading achievement for all K-3 students who are determined to be struggling in reading.
