Meet our Keynote Speaker!

Patricia Gruver-Barr

Patricia Gruver-Barr is a Tech Policy Manager with Meridian International Center. She is a former Tech Diplomacy Fellow with the Pacific Council on International Policy studying how countries are engaging with big technology companies on issues such as digital human rights, digital authoritarianism, disinformation, cybersecurity, and responsible innovation. Prior to this, she served as a Science Diplomat for the British and Quebec governments where she led the Oceans and AI and quantum work for the US teams, respectively. She also served as the Communications Lead for the UK government's Science and Innovation Network in the US where she developed the first global comms strategy for the UK Science and Innovation Network that was later launched in 93 countries. While working for the Quebec government, she served as the co-chair of the Science and Technology Diplomatic Circle of Boston where she led S&T engagement in the greater Boston region for 65+ countries. Before science diplomacy, she worked in oncology research at Harvard and the University of NSW in Australia. She studied epidemiology at the University of Sydney in Australia with a focus on vaccines and misinformation. She currently serves as the SciDEAL (Science Diplomacy Exchange and Learning Program) coordinator for the National Science Policy Network, mentoring the next generation of science diplomats.
