HISTORY

USIPT HRF Administration, commonly known as USIPT (short for Unit Sokongan Institut Pengajian Tinggi), is a Higher Education Counseling Agency (focused on Student Recruitment and Scholarship Management) recognized by UNIAGENTS Global Reach, Australia as a Certified Higher Education Consultant. Founded by Meor Fazrul, the sole proprietorship initially operated as a small, structured department or unit under the company Meor Legacy Established Ventures. Its role was to support the administration and business operations of human and financial resource management, as well as serve as an incubator for educational consultancy projects.

Due to USIPT’s success in securing numerous contracts and new business opportunities in student recruitment and scholarships since 2016, Meor Fazrul decided to upgrade USIPT into a registered SSM agency. At the same time, STARSCORP was registered with ROS on 1 December 2022 and later rebranded to ULTRUST in 2023.

Thanks to USIPT’s notable contributions to the MLE Group, Meor Fazrul has frequently been invited for special media features on Malaysian platforms such as RTM and Astro. He has also been recognized as a Youth Icon by various government ministries, including the Ministry of Higher Education (MOHE), Ministry of Education Malaysia (MOE), Ministry of Entrepreneur Development and Cooperatives (MEDAC), and the Ministry of Communications and Digital (KKD), among others.

To this day, USIPT remains actively engaged in this sector, consistently maintaining scholarship management and student recruitment numbers of approximately 20–50 students per month (averaging 240–600 students annually) for each partner university or higher education institution under contract with USIPT since 2016.
