Activity 1
Activity 1 Report: Preparation for Survey and Surveying
January 1, 2024 - March 31, 2024.
To prepare and define the survey, the partners held two Teams meetings and communicated via email weekly. A unified survey in English with 28 questions was created, covering Communication, Graphic Design and Creation of Digital Content, and Monitoring the Performance of Digital Communication Channels. This survey was translated into Serbian and Romanian.
A pilot survey was conducted with 13 employees from NBKG and 2 from ANBPR between March 1st and 5th. Based on the feedback, the survey was terminologically adjusted and finalized by March 8th. It was then sent to 116 libraries and 1181 librarians in Serbia, and 41 county libraries and 150 librarians in Romania.
The survey closed on March 20th, receiving 66 responses (33 from each country), surpassing the expected 30 responses. This high response rate indicated strong interest from librarians. Additionally, the project's visual identity was defined, digital communication channels for dissemination were initiated, and a Facebook account was created.

Activity 2 Report: Development of Curriculum
April 1, 2024 – June 30, 2024
Activities and Results
In the first half of 2024, library experts, communication and marketing specialists, and team members from both Serbia and Romania held two meetings (a Teams meeting and an on-site meeting in Serbia, supplemented by email and What’s Up communication) to analyze the survey results and develop the curriculum.
A detailed analysis was conducted by the team which identified skill gaps and challenges in modern marketing solutions for libraries, highlighting areas for improvement in utilizing social media, enhancing copywriting techniques, planning media strategies, developing eye-catching graphic design materials, and attracting diverse audiences to library programs and services.
During the visit in May, the partners decided to conduct several Deep Dive Interviews with librarians who had already completed the survey. Prior to the deep dive interviews, experts were selected to attend these interviews and participate in curriculum development.

Activity 3
The ''Up-skill and Re-skill Librarians in Modern Marketing Solutions Curriculum'' project has made significant progress in strengthening collaboration between Romania and Serbia. This initiative aims to equip librarians with modern marketing skills through comprehensive curriculum development.
Key milestones include a series of online and in-person meetings, culminating in a study visit to Bucharest from September 17-20, 2024. Following a narrative survey analysis and conclusions from deep-dive interviews, experts from both countries contributed to the development of a nine-module curriculum. The curriculum, which will be available in English, Serbian, and Romanian, is enriched with a list of external experts from Serbia and Romania—potential lecturers with their contact details and short biographies.
The project has been actively promoted through social media and at the Biblionet Conference in Serbia, where the project “Up-skill and Re-Skill librarians in modern marketing solutions curriculum” was showcased in the context of sustainable development in library services.
With all these activities, the Romania-Serbia partnership continues to grow, providing librarians with the tools they need to modernize services and adapt to the evolving needs of their communities.

First Study Visit
From May 7th to May 9th, Mrs. Ioana Crihana, Executive Director, and Mrs. Stefania Stanica, Communication Specialist, both from the National Association of Public Libraries and Librarians in Bucharest, Romania, visited the Public Library "Vuk Karadzic." The visit was organized as part of the Erasmus+ project "Up-skill and re-skill librarians in modern marketing solution curriculum" (Funded by the Erasmus+ program, KA210-ADU – small-scale partnerships in adult education, Call 2023, Second Round, Project ID: 2023-2-RS01-KA210-ADU-000174177), in which the Association is a project partner.
As part of the study visit, a working meeting took place in the Library's premises, attended by colleagues from Romania and members of the Library's project team, which includes Marija Rakic Saranac, Jasmina Markovic, and Maja Simic. The purpose of the visit was to conduct a detailed analysis of the results of a survey on the use of digital communication channels and needs in the field of digital marketing, conducted among librarians in Serbia from March 8th to 20th, as well as to draft future curriculum. The meeting also involved presenting the project's current progress and defining tasks for future activities.
Throughout the three-day visit, the partners had the opportunity to explore Kragujevac and visit several cultural institutions, including the Endowment of "Nikola Koka Jankovic," the Museum "21st October", and the National Museum of Šumadija, as well as other cultural and historical landmarks within the Milošev venac.
Such study visits serve as platforms for exchanging ideas and best practices, identifying key challenges faced by librarians in Serbia and Romania during digital transformations, and exploring possibilities for finding solutions and enhancing the profession.

Second Study Visit
From September 17 to 20, 2024, the National Association of Librarians and Public Libraries in Romania (ANBPR) hosted a pivotal study visit in Bucharest, gathering Romanian and Serbian librarians for a series of engaging discussions and knowledge-sharing activities. The representatives from the Vuk Karadžić Public Library in Kragujevac, Serbia, including Marija Rakić Šaranac and Jasmina Marković, joined their Romanian counterparts to explore best practices in marketing solutions tailored for libraries.
This four-day event offered participants a unique and immersive experience, with activities held at various important cultural and educational landmarks in Bucharest. The official reception took place at the National Library of Romania, one of Eastern Europe’s largest and most advanced libraries. Here, the Serbian delegation was warmly welcomed by the Romanian hosts, setting the stage for productive dialogue. The meeting provided an opportunity to present the project’s objectives, reflect on the progress made thus far, and plan for the next phases of implementation. Both teams focused on aligning their strategies to enhance marketing skills in libraries, ensuring that the project’s deliverables and long-term goals would be successfully achieved.
The spirit of collaboration extended beyond formal presentations. Romanian and Serbian librarians engaged in lively discussions about modernizing library services, the challenges of digital transformation, and innovative ways to connect with their communities. One of the highlights of the visit was a session at the ‘’Ion Creangă’’ Branch of the Bucharest Metropolitan Library, where participants exchanged ideas on how libraries can adapt to the rapidly changing digital landscape. This exchange of ideas was not only theoretical but also practical, with librarians sharing real-world examples of how modern marketing tools could be applied to improve library services and outreach efforts.
By promoting the exchange of best practices, the study visit in Bucharest became more than just a professional gathering—it became a platform for building lasting relationships and creating a unified vision for the future of libraries in both Romania and Serbia.

Modern librarianship faces numerous challenges, including the growing need for a strong digital presence to remain relevant and accessible to their community. The Erasmus+ project “Up-skill and re-skill librarians in modern marketing solution curriculum” was initiated to support librarians in mastering digital marketing techniques through the development of a specialized curriculum. Implementing this curriculum will enable libraries to improve their visibility and encourage more active user engagement.
This brochure provides an overview of the project and its final result – the curriculum. It includes an overview of the modules and a list featuring both contributors to its development and external professionals that libraries may engage as instructors when applying the curriculum.
Activity 6
The internet and new technologies have transformed communication and business, including librarianship. Social media, integrated marketing, and user experience have reshaped how libraries engage with users. Modern libraries are now dynamic centers for digital learning and interaction, utilizing digital communication channels to enhance services. To address digital challenges, we have designed a curriculum focused on digital marketing, communication, and technology for librarians. It covers topics like AI tools, graphic design, and digital analytics, emphasizing practical applications. Divided into nine modules, the curriculum balances basic and advanced digital marketing strategies. By implementing this curriculum, libraries can optimize their digital presence, engage users more effectively, and drive digital transformation.
