Bharat Sevak Samaj is the National Development Agency, Established in 1952 by Planning Commission, Government of India to ensure public co-operation for implementing Government plans. The main purpose behind the formulation of Bharat Sevak Samaj is to initiate a nation wide, non official and non political organization with the object of enabling individual citizen to contribute, in the form of an organized co-operative effort, to the implementation of the National Development Plan. The constitution and functioning of Bharat Sevak Samaj is approved unanimously by the Indian Parliament.

NCVTE India Vocational Education Council was established under article. 29 & 30(1) Constitution of India and Incorporated under the legislation of Ministry of Corporate Affairs, Government of India. During the British period, Wood's Dispatch of 1854 contemplated pre vocational education. Indian Education Commission (1882), popularly known as Hunter commission also recommended the introduction of practical subjects in secondary schools Mahatma Gandhi, for the first time, insisted that manual and productive work should not only be an integral part of education but should center round it. The Education commission (1964-66) also recommended a 10-year schooling and diversification into two streams - academic and vocational at plus 2. Education is an end less process needed for the development of any nation. India being one of the developing country concentrates on four aspects of youth education as maximum percent of youth are in our country and who are going to build this universe. The four central aspects of youth education are identified as: (1) lifelong leaming;(2) an amplified version of basic education which includes pit-school, elementary and secondary level education; (3) links between formal and non-formal education; and (4) education for work.

तंत्र शिक्षणाच्या वाढत्या लोकप्रियतेमुळे व प्रसारामुळे शैक्षणिक आणि प्रशासकीय सुविधे साठी १९८६ मध्ये व्यवसाय प्रमाणपत्र अभ्यास क्रमाच्या अंमलबजावणीसाठी व्यवसाय शिक्षण मंडळाची निर्मिती करण्यात आली .वाढते औद्योगीकीकरण , बदलते तंत्रज्ञान ,सामाजिक आणि आर्थिक बदल यांचा विचार करता रोजगार व स्वयंरोजगार यांना चालना मिळण्याच्या दृष्टीने कुशल / अर्धकुशल स्वरूपाची व्यवसाय शिक्षणाची गरज निर्माण होत आहे .तंत्र व व्यवसाय शिक्षणाचे महत्त्व लक्षात घेऊन महाराष्ट्र राज्य व्यवसाय शिक्षण परीक्षा मंडळातर्फे अल्प मुदतीचे दैनंदिन जीवनावश्यक अशा विषयाचे प्रशिक्षण देऊन स्वबळावर रोजगार निर्माण करण्याचे उद्दिष्ट विद्यार्थ्यांसमोर ठेवण्यात आले आहे . उच्च व तंत्र शिक्षण विभाग महाराष्ट्र शासन यांच्या नियंत्रणाखालील व्यवसाय शिक्षण व प्रशिक्षण संचालनालयाच्या अखत्यारीतील या मंडळाचे कार्यक्षेत्र राज्यस्तरीय असून सहा व्यवसाय शिक्षण व प्रशिक्षण , प्रादेशिक कार्यालये व प्रत्येक जिल्हा स्तरावर जिल्हा व्यवसाय शिक्षण व प्रशिक्षण अधिकारी यांचे कार्यालयामार्फत मंडळाचे कामकाज चालते.सध्या या मंडळाचे कार्यालय शासकीय तंत्रनिकेतन इमारत , दुसरा मजला , ४९ , खेरवाडी , अलियावर जंग मार्ग ,वांद्रे (पूर्व ),मुंबई - ५१ येथे कार्यरत आहे
