Taiwanese companies' complicity in Israel’s ongoing genocide
When we began examining the relationship between Taiwan and Israel, we expected to find little more than symbolic diplomatic gestures—perhaps a few hundred thousand New Taiwan dollars in government donations. But what we uncovered was far more troubling.
Beyond surface-level support, Taiwan's foreign policy has shown a quiet but discernible shift in alignment with Israel. More significantly, Taiwanese companies—often known for their global leadership in contract manufacturing—appear to be playing a direct role in sustaining Israel's military capabilities. Our briefing points to Taiwanese-made components in military computers, semiconductors, drones, helicopters, fighter jets, and other weapons systems. A deeply uncomfortable realisation emerged: Taiwanese businesses may be enabling war crimes and genocide, whether through negligence, opacity, or lack of accountability.
This briefing calls for urgent attention. It urges the Boycott, Divestment and Sanctions (BDS) movement to update its boycott list to include Taiwanese companies currently embedded in Israel's military supply chain. It calls on UN bodies and experts to use the findings in this briefing to press the Taiwanese government and corporations to immediately cease all support for Israel's genocidal actions. At the same time, it urges European governments to apply human rights and due diligence (HRDD) standards and actively demand that Taiwanese companies terminate business relations with Israeli firms involved in war crimes. Where links to war crimes and grave human rights violations are identified, these companies must be held accountable under international norms. Ultimately, the goal is clear: to push these companies to end business relationships with Israeli firms that are directly involved in acts of collective punishment, occupation, and what growing numbers of experts have recognised as genocide.
當我們開始調查台灣與以色列的關係時,原本只預期會發現一些象徵性的外交舉動——例如幾十萬新台幣的政府捐款。但實際揭露的卻更令人憂心。
除了表面上的支持外,台灣在外交政策,正展現出一種不張揚但明顯親以色列的傾向。更重要的是,台灣企業——通常以全球代工的領導地位聞名——似乎在直接支撐以色列的軍事能力。我們發現,台灣製造的零組件廣泛出現在軍用電腦、半導體、無人機、直升機、戰鬥機與其他武器系統中。這帶來一個極為不安的認知:台灣企業可能因疏忽、不透明或缺乏問責,而成為戰爭罪與種族滅絕的幫兇。
這是為什麼我們寫了這份調查報告。
這份報告由英國的Humanity Research Consultancy連同台灣巴勒斯坦自由連線及台灣國際勞工協會共同撰寫。我們希望這份報告可以敦促抵制、撤資與制裁(BDS)運動更新其抵制名單,把目前深嵌於以色列軍事供應鏈中的台灣企業納入其中。我們同時呼籲聯合國相關機構與專家,利用這些調查結果,敦促台灣政府與企業立即停止一切支持以色列種族滅絕行為的作為。
我們也要求歐洲各國政府落實人權與盡職調查(HRDD)標準,積極要求台灣企業終止與涉入戰爭罪的以色列公司往來。凡是與戰爭罪或重大人權侵犯有牽連的企業,必須依據國際規範追究責任。
我們的最終目標很明確:我們希望這些台灣企業可以與涉嫌參與種族滅絕的以色列公司斷絕業務關係,避免捲入參與以色列的集體懲罰及殖民佔領行為。
以色列當前對加薩人民施加的暴力,其規模與嚴重性已達到聯合國專家與國際人權組織普遍認定為戰爭罪與種族滅絕的程度。在這樣的情境下,無論政府或私人企業,都有法律與道德上的責任,確保其行為與供應鏈不會助長或促成大規模暴行的發生。部分國家已經開始履行這樣的責任:例如德國,就因擔憂國際人道法遭違反而暫停了部分對以色列的武器轉移。我們希望台灣也能跟上腳步,落實及重視人權理念。
