This project will develop a corridor master plan for the Turnagain Pass area. The corridor surrounding the Seward Highway from approximately MP 56 to MP 75 is seen as having high potential to offer a wide-array of recreation opportunities and this planning effort could develop a long-term recreation vision and goals for the area, research and analyze various options, develop initial site designs, and conduct environmental reviews, working towards a comprehensive suite of shovel-ready projects that support public recreation of the area while respecting and enhancing the highway for the major transportation route that it is.

A master plan would create a long-term vision for Turnagain Pass, with modifications and capital improvements expected in the 20 years following the plan completion. In the process of developing a master plan, public involvement will be sought from current users, stakeholders, general public, and other interested parties. After the completion of the master plan, proposed improvements would be analyzed under the NEPA process including a possible Environmental Analysis and Decision Notice as applicable. Projects identified for the early phases of development may be brought to a conceptual design level (Design Narratives) to support quick implementation of high-priority plan elements.

The study will develop a corridor master plan for the Turnagain Pass areas. The project team has structured the study around progressive deliverables in two phases that support stakeholder engagement at key milestones:

Examples of possible uses for a PASS plan: vehicle and/or modifications, equipment for self employment, assistive technology for work, vehicle insurance, specialized training, attendant care, home improvements, subscription services (phone, internet) or any other item or service identified to assist an individual to become self-supporting.

The average time frame for completion of a PASS plan is 10-20 hours. It is possible that an individual consumer could complete a PASS plan on their own. The provider may want to establish an hourly rate of service.

The beneficiary must outline a detailed plan for a work or business goal they are interested in pursuing, along with the steps and timeframes necessary for reaching that goal. As part of their plan, beneficiaries must also explain in detail what items, skills, and services they will require, as well as specific cost estimates for those items.

The Southwest Bypass will present many development opportunities, particularly at major interchanges along the corridor. The land use plan will help guide the design and scale of future development in a manner that is compatible with the long-term goals of the County, municipalities and communities along the corridor.

Development of the Southwest Bypass Land Use Plan took approximately 11 months and was a collaborative effort between Pitt County, the Greenville Urban Area MPO, the City of Greenville, the Towns of Ayden and Winterville, and the North Carolina Department of Transportation (NCDOT). A steering committee comprised of appointed officials from Pitt County and its partners met frequently during the planning process to provide oversight and to review elements of the plan. Throughout the process, significant public input was received via meetings with key stakeholders within the study area, as well as at two public workshops held at Pitt Community College and an online survey that was completed by over 340 respondents.

These plans have been created for non-residential students, upper-class residents, and faculty and staff to help take advantage of the convenience of the dining centers at a cost savings. The services outlined in the plan will begin after the IRB approval, but failure to complete the services prescribed by QIP may result in a change in IRB approval status at any point during the life of the study. As the study and/or its timeline fluctuate based on the needs of the project, QIP may reconfigure the PASS Plan as appropriate and will communicate any changes with the researchers.

A PASS plan is meant to complement the role of your mentor and to provide additional support for success after IRB approval. All members of the study team are invited to take part in any or all aspects of PASS plan process; however, the non-faculty driver of the research will be required to participate. If the PASS Plan is required because the PI is a first time at HLC PI, the PI will be required to take part in all aspects of the PASS Plan process.
