TRB Performance Management Committee (AJE20) Committee Scope
The TRB Performance Management Committee (AJE20) supports the development and use of performance measurement and performance management practices across all modes of transportation, from public and private to passenger and freight transportation systems. Additionally, the committee promotes the use of performance-based management in all aspects of an organization’s responsibilities to support public accountability and effective systems management, ranging from planning, programming, budgeting, program and service delivery, and system operations. Using performance-based management techniques helps to achieve organizational excellence.
The scope includes performance management with regard to direct transportation agency responsibilities (e.g., system efficiency, functionality, condition, operation) to larger, societal outcomes that are impacted by the transportation system (e.g., equity, sustainability, public health, economic access). The scope also includes researching and evaluating mechanisms and tools on how to appropriately and effectively implement performance management in an organization, including the definition of performance data needs and the establishment of consistent data collection, analysis, reporting, and communication methods. Informatics, data management, and visualization are increasingly being used by and vary across different transit agencies.
The Committee serves as the principal TRB clearinghouse for the integration of activities and exchange of information among TRB committees and other organizations, including international partners, concerned with applying aspects of performance measurement and management to achieve organizational excellence and increase positive social outcomes.
April 2025- April 2028 Triennial Strategic Plan (TSP)
The AJE20 2025-2028 TSP lays out the following critical emerging issues:
Using data, technology, and artificial intelligence
Analyzing the performance impacts of transportation investments
Assessing the effectiveness of performance management practices in achieving desired outcomes
Access to destinations: Measures and performance management practices
Community outcomes: Measures and performance management practices
Resilience and climate change: Measures and performance management practices
Our committee goals continue to focus on: 1) Research; 2) Collaboration; and 3) Communications. Under each goal, we have identified key actions for our committee. We are particularly interested in collaboration with other transportation organizations, building relationships with transportation professionals from communities outside the U.S., and collaboration with other TRB committees.
April 2022 - April 2025 Triennial Strategic Plan (TSP)
The committee develops and updates the Triennial Strategic Plan to lead the work and priorities of the committee. This plan is developed with input from committee members and friends of the committee to ensure the activities included meet the needs and scope of the committee. The current plan provides the Committee’s strategic direction for April 2022 through April 2025.

TRB Executive Management Section Organization
AJE20 is part of the Policy and Organization Group, within the Executive Management Issues Section. It consists of eight committees that propose research, share research findings, sponsor special activities, and provide a forum for transportation professionals to discuss today’s and tomorrow’s management and leadership-related transportation issues. The chairs of each of these committees are members of the Executive Management Issues Section Executive Board, who, along with the section chair, provide general oversight of the activities within the Section.
