A tour that offers all or most services: meals, lodging, transportation, sightseeing (etc), for a pre-established price. However, the terms 'all-expense' and 'all-inclusive' are often misused, as almost no tour rate covers everything. The terms and conditions of a tour contract should specify exactly what is covered.
