Accessory structures such as workshops, storage buildings, and garages are not designed to be used as living areas. These structures often lack adequate lighting, ventilation and fire exits, and may not have been properly inspected for compliance with building code regulations. Living or sleeping in an accessory structure is not allowed. Recreational vehicles and trailers may be used as dwellings only if you are in an approved trailer park.

The County has zoning ordinances that are meant to preserve the residential character of neighborhoods and safety ordinances to maintain sight lines and emergency vehicle passage. Certain types of vehicles like cement trucks, garbage trucks, bulldozers, tractors or trailers of a tractor-trailer truck are prohibited in neighborhoods or on lots less than 10 acres in agricultural districts. The code can be found on the Police Department's page about Commercial Vehicle Parking Restrictions. The police enforce the code that restricts parking on the street to commercial vehicles that weigh 12,000 pounds or less.

Property Code Enforcement Staff enforces the restriction that commercial vehicles that weigh 10,100 pounds or more cannot be parked or stored on residential properties, public parking lots or on lots less than 10 acres in agricultural districts. These vehicles include box trucks, flatbed trucks, stake bed trucks, step vans or trailers. In general, panel vans used by craftspeople to carry ladders and equipment to job sites are legal. More details can be found here.

The specific definition of a commercial vehicle is available in the Muni-code at Chapter 32 Article I. Article III Part 300 provides additional information regarding motor vehicle parking and storage. Click here to view the code.

It shall be prima facie evidence of a violation of the section for a vehicle or trailer to be without one or more wheels or tires, broken windows, or be in a state of disrepair for more than 30 days.

Except as authorized by subsection (b), in all residential zoning districts the parking of the following commercial vehicles is prohibited: limousines, flat-bed trucks, dump trucks, tow trucks, transport wreckers, tandem axle trucks, cab-on-chassis trucks, tractor trailers, truck tractors without a trailer, wheeled attachments or trailers, buses, earth-moving machinery, and semi-trailers.

Mobilehome Parks Act (Health and Safety Code 18200-18700). The biggest problems for citizens, as well as code officers, are that code infractions often exist because people often do not realize what they are doing is against the law. A citizen may be unaware that parking a vehicle without a valid tag outside their garage violates an ordinance, as does placing a campaign sign on the right-of-way in front of the house. Most citizens are willing to play by the rules once they know the rules.

Heavy vehicles which are in excess of 8000 pounds net weight and are registered on the basis of gross vehicle weight shall not be parked or stored in any residential district except as may be required for normal loading or unloading of such vehicles during time normally required for service at dwellings, or at Structures or activities allowable or permissible in such residential districts by the terms of this code.

All recreational vehicles, boats and utility trailers must be parked or stored in a required rear or side yard. No recreational equipment shall be used for living, sleeping or housekeeping purposes when parked or stored in a residential zoned lot or any other area not approved for such use.
