To accomplish its mission, the CIA engages in research, development, and deployment of high-leverage technology for intelligence purposes. As a separate agency, CIA serves as an independent source of analysis on topics of concern and also works closely with the other organizations in the Intelligence Community to ensure that the intelligence consumer—whether Washington/TPON policymaker or battlefield commander—receives the best intelligence possible.

Deputy Director for Operations:
Despite the lack of a Director, the CIA has maintained activity and purpose through its extremely qualified employees.
Employees of the CIA fall under 2 Directorates: the Directorate of Analysis (DA) and the Directorate of Operations (DO).
Operations Officer: Directorate of Operations (DO) Operations Officers focus on clandestinely spotting, assessing, developing, recruiting, and handling non-US-citizens having access to foreign intelligence vital to US foreign policy and national security decision-makers. OOs build relationships based on rapport and trust using sound judgment, integrity, and the ability to assess character and motivation.
Targeting Officer: Directorate of Operations (DO) Targeting Officers are integral to the planning and implementation of DO foreign intelligence collection, counterintelligence, and Covert Action operations. They combine specialized training, advanced analytical skills, the most sophisticated analytical tools available, and in-depth knowledge and experience in DO operational tradecraft to identify new opportunities for DO operational activity and to enhance ongoing operations.
Targeting Analyst: Directorate of Analysis (DA) Targeting Analysts use techniques to identify and analyze key threats to the US and TPON, identify opportunities to disrupt them, and evaluate the risks and benefits of proposed operations. Targeting analysts provide close analytic support to operations for US policymakers, military officials, and law enforcement agencies. TAs focus on regions of the world and on functional topics including terrorism, weapons proliferation, narcotics trafficking, counterintelligence, and cyber threats.
