Composed of City and Municipal Tourism Officers and chairpersons of the Committee on Tourism of the Sangguniang Bayan throughout the province.

This is the successor of the Southern Leyte Association of Hotel, Resorts, Restaurants and Bars (SLAHRRB). It changes its name because it has expanded its membership from Travel & Tours, Transportation, Diving among others. In view of its wide sectoral membership, it also acted as the Provincial Tourism Council.

It represents the interest of the diving sector. Most of its members are foreign nationals.

Most of their memberships are Community Guides trained by the DOT-8 and the Provincial Tourism Office.
