Touchstone Transport & the FTA Section 5310 Enhanced Mobility Grant
Touchstone Transport, LLC is applying for the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Grant Program — a federal capital grant administered by the Alabama Department of Transportation (ALDOT) on behalf of the Federal Transit Administration (FTA). Section 5310 funds the purchase of accessible vehicles for organizations serving elderly individuals and people with disabilities in communities where public transportation is limited or nonexistent.
Touchstone Transport is applying in partnership with a local church — a 501(c)(3) nonprofit in Town Creek, Alabama — as the federally required subrecipient. The grant will fund the acquisition of four wheelchair-accessible vans to serve elderly residents, individuals with disabilities, dialysis patients, and veterans across Lawrence and Morgan Counties in North Alabama. The total project cost is $440,000, with the federal government covering 80% ($352,000) and Touchstone Transport providing the 20% local match ($88,000) through executed client contracts and a committed capital reserve.
Lawrence County is a rural, medically underserved community with no public transit system and a significant population of elderly and disabled residents who cannot access critical medical appointments without assistance. DCI Dialysis in Moulton — the county's only dialysis center — serves 60–80 patients, the majority of whom require transportation three times per week to survive. Touchstone's fleet will change that reality.
Section 5310 is not an operating subsidy — it is a capital investment in community infrastructure. Every van funded through this grant represents lives connected to care that would otherwise go unreached. For Touchstone Transport, this grant is the foundation of a sustainable, Medicaid-reimbursed NEMT operation built to serve North Alabama for years to come.
