Stage 1 Evaluation - Document Review and Stage 1 Evaluation
The Division PRAISE Committee will conduct a Stage 1 evaluation based on the
predefined criteria, focusing on performance ratings, exemplary behavior, significant accomplishments, and other relevant factors. Meetings and document review for the Technical Working Group and Judges can be conducted online if necessary for participation and collaboration. Other online platforms can also be utilized for these purposes.
- Only those nominees who pass the Stage 1 evaluation will advance to the next stage.
Announcement of Stage 1 Results - Announcement of Stage 1 Qualifiers
- A list of nominees who qualify for Stage 2 will be posted on the Gawad Compre official website and on the school official Facebook page.
- This announcement aims to gather feedback from internal and external stakeholders regarding the qualified nominees.
Stage 2 Evaluation - Onsite Validation
- Nominees who pass the Stage 1 evaluation will be subjected to onsite validation.
- During this stage, the School PRAISE Committee will verify the accomplishments
and contributions detailed in the nomination write-up, supported by corresponding Means of Verification (MOVs).
Gathering Stakeholder Feedback - Feedback Collection
- Stakeholders, including learners, teachers, parents, and community members, are encouraged to provide feedback on the Stage 2 qualifiers through the school Facebook page.
- This feedback will be considered during the final evaluation.
Final Evaluation and Selection - Final Evaluation by Regional PRAISE Committee
- The Division PRAISE Committee will review the results of the onsite validation and stakeholder feedback.
- A comprehensive evaluation will be conducted to determine the most outstanding
nominees based on the overall impact of their contributions and innovations.
A. Individual Category
Nominees in this category will be evaluated based on the following criteria:
1) Performance Rating (IPCRF/OPCRF) for the school year 2023-2024 – (30 points)
- Duly signed IPCRF/OPCRF for the specified year.
2. Exemplary Behavior/Conduct Displayed - 10 points
Using the STAR (Situation, Task, Action, Results) Approach, describe the nominee's
adherence to at least five norms: Commitment to Public Interest, Professionalism, Justness and Sincerity, Political Neutrality, Responsiveness to Public, Nationalism and Patriotism, Commitment to Democracy, and Simple Living. Cite specific circumstances, risks involved, and problems encountered, supported by narratives from clients
3) Significant Accomplishment/s within the year (SY 2024-2025) (50 points)
- Scope of Outstanding Contribution or Innovation - 10 points
Using the STAR Approach, discuss the extent, scope, and magnitude of the innovation, highlighting its uniqueness and originality. A certification from the immediate superior regarding the originality and relevance of the contribution will be checked during Stage 2 validation.
- Beneficiaries - 10 points
Explain how the beneficiaries were identified and quantify how many have benefited from the innovation or contribution.
- Impact of Contribution/Innovation - 20 points
Discuss the results of the innovation and its impact on the beneficiaries, including the percentage increase in performance. Supporting documents will be verified during Stage 2 validation.
- Reliability of Contribution/Innovation - 10 points
Provide descriptions and explanations regarding the reliability of the contribution or innovation, including: replicability of the innovation or contribution; support from internal and external stakeholders; knowledge and competence in the implementation of the innovation within the Key Result Area (KRA); clear and concise purpose of the innovation; and responsiveness to the needs of stakeholders/beneficiaries.
4. Awards and Membership - 10 points
List major awards or citations received relevant to the category and detail active membership in reputable professional organizations. Means of Verification (MOVs) will be checked during Stage 2 validation.
Required Nomination Documents
Each nomination must include a certified true copy of the following documents:
A. General Requirements
1. Completely filled-out 2024 Gawad Compre Nomination Form (Maximum of 10 pages including Executive Summary and Nomination Write-Up)
2. Nominee's Updated Form 212 or Personal Data Sheet - Must include a passport-sized photo with a name tag taken within the last six months prior to nomination
3. Certification of Deliberation - Certification from the Chairperson of the District PRAISE Committee or its equivalent, confirming that the nomination has undergone deliberation by the Committee.
4. Endorsement Letter - A letter from the District Office endorsing the nomination to the Division PRAISE Committee.
5. Certificate of No Pending Case - For Teaching and Related-Teaching personnel, obtained from the SDO Legal Unit, and for Non-Teaching Personnel, from the SDO Legal Officer.
6. Self-Certification - Self-certification of no pending administrative, civil, and criminal cases.
7. Certified True Copy of IPCRF/OPCRF - For SY 2023-2024. Copies of the rating forms should be attached to the nomination folder.
8. Updated Service Record
9. Updated PRC License
10. Certification of No Unliquidated Cash Advances and Disallowances
Must be as of December 31 of the year prior to nomination, secured by the HRMO from the Commission on Audit (COA) Resident Auditor and signed by the agency's COA Resident Auditor, not the agency's Financial Officer/Accountant. If COA certification is not feasible, the SDO Accountant may certify, with the SDS noting the certification (For Principal, Supervisors, Non-Teaching Personnel Level 2, School, and District Categories).
11. Certificate of Status of Financial Obligation - In the case of existing unliquidated cash advances and disallowances, a certificate detailing the status of such financial obligations must be issued by the COA Resident Auditor.
12. Notarized Certification - A notarized certification that all information and documents submitted are true and correct. (Refer to the attached template for the notarized certification form.)
B. Additional Requirements
1. Nomination Write-Up - Each nomination form must be accompanied by a write-up using the Nomination Write-Up form. The write-up must not exceed ten (10) pages of A4 size bond paper, using Bookman Old Style font size 11.
2. Supporting Documentation - Copies of annual reports, recommendations from
institutions/personalities, news clippings, certificates of training, seminars, recognition, and other Means of Verification (MOVs) mentioned in the filled-out Nomination Form should NOT be included in the nomination folder. However, nominees must ensure that the information provided in the Nomination Folder has corresponding MOVs during onsite validation. Nominees are responsible for ensuring all required documents are accurate, complete, and submitted by the specified deadlines. Any missing or incorrect documentation may result
in disqualification.
Write Up of Accomplishments -
A. Presentation of Accomplishments
The write-up must comprehensively highlight the nominee's outstanding accomplishments, exemplary contributions, or innovations within the specified School Year (SY) or Fiscal Year(FY). Accomplishments should be presented in order of significance, accompanied by clear descriptions and justifications. Adherence to the following pointers is essential:
Use Specific Terms - Clearly define and clarify terms such as "assisted," "contributed," or "innovated."
State Accomplishments in Bullet Form - Outline outstanding accomplishments,
contributions, or innovations of exemplary performance, and their impact in a brief, factual, and bullet-point format.
Present Impact - Highlight the significant accomplishments by responding to the indicators presented in Criterion 2, such as the scope, beneficiaries, impact, and reliability of the contribution or innovation.
B. Required Information
The write-up must adequately provide the following information:
Nature of Contributions or Innovations - Clearly state whether the accomplishments are part of the nominee's regular duties or the result of their own initiative. Provide justifications explaining why these contributions or innovations are considered exceptional or extraordinary.
Scope and Relevance - Detail the scope of the contributions or innovations, and their relevance to the nominee's responsibilities.
Beneficiaries - Identify the direct and indirect beneficiaries of the contributions or
innovations.
Impact - Explain the measurable impact and results of the contributions or innovations on the beneficiaries.
Replicability and Support - Discuss the replicability of the contributions or innovations and the support they have received from internal and external stakeholders.
Responsiveness - Describe how the contributions or innovations have addressed the needs of the stakeholders/beneficiaries.
C. Limitation on Nominations
Page Limit - The nomination write-up should not exceed 10 pages (A4 size bond paper, Bookman Old Style font, size 11). This includes the summary of accomplishments, impact, and any other pertinent information.
D. Format and Submission
- Ensure that the write-up is concise, focused, and adheres to the specified format.
- Include all relevant information and justifications within the allowed 10-page limit.
- Avoid including excessive documentation within the nomination folder; ensure that all claims in the write-up can be substantiated during onsite validation through appropriate Means of Verification (MOVs).

A. Eligibility and Participation
- The 2024 Gawad Compre Search is open to all qualified nominees. Previous Gawad Compre awardees from the schools can still join and be nominated to the same awards. While Gawad Bandila individual awardees can be nominated to other individual awards. There shall be a hall of famer for those who maintain their standing for three consecutive years.
Nominations for the search may be made by the respective Subject Head Teachers or Subject Group Heads after conducting an open ranking in their respective subject areas.
B. Nomination Submission - Submission of Electronic Nomination Documents
- Nominees or nominating bodies must submit electronic copies of the required
nomination documents to the Division PRAISE Committee by the specified deadline.
C. Acceptance and Initial Screening - Initial Screening by Division PRAISE Committee
- The Division PRAISE Committee will spearhead the acceptance and initial screening of all submitted nomination documents.
- The committee will verify the completeness and compliance of the documents with
the specified requirements.
D. Stage 1 Evaluation - Document Review and Stage 1 Evaluation
The Division PRAISE Committee will conduct a Stage 1 evaluation based on the
