In October 2023, Governor Maura Healey directed EOHLC to develop a five-year Statewide Housing Plan, the first comprehensive look at the state’s housing needs in at least a generation. I oversaw the team of researchers who conducted analysis and forecasting for the plan's Needs Assessment, which provides a comprehensive overview of Massachusetts' current and future housing needs. Under my direction, the team created multiple population and housing demand scenarios and regional housing production targets that account for demographic changes as well as latent demand, people in shelter, seasonal conversion, and a healthy vacancy rate. Special research topics included short term rentals, offsite construction, financial feasibility, and overcrowding. The plan is published as an interactive website that allows a user to explore different topics, strategies, and resources. Regional snapshots provide localized information for planners and stakeholders. The site also includes new mass.gov features created specifically for this plan: an interactive glossary and data visualizations, both of which are compliant with WCAG 2.0 and ADA Title II requirements.
In 2003, MAPC kicked off an effort to create a new regional plan for Greater Boston. I was on the six-person “core team” for MetroFuture, a planning process that not only established a new vision for the region, but also helped transform the agency into a more equity-focused, mission-driven organization. With my colleagues, I co-designed, wrote, and implemented various public engagement efforts, presentations, and documents for MetroFuture public engagement. I also co-designed a comprehensive regional land use model using Community Viz software and created interfaces that allowed stakeholders to create and explore alternative scenarios during a tech-enabled workshop. I was the principal author of the plan’s Goals and Objectives, and I compiled contributions of dozens of MAPC colleagues into the Implementation Strategies with hundreds of specific recommendations.
I oversaw the production of detailed housing and employment forecast scenarios for a multi-stakeholder effort to address transportation challenges in the area surrounding Sullivan Square in Boston. The purpose of the effort was to quantify the collective transportation impact of dozens of large developments so that affected municipalities could work together to implement policies and projects designed to yield sustainable transportation. With colleagues at MAPC and the Boston MPO, we developed multiple land use and transportation scenarios and identified top recommendations for action, including new transit services, a regional Transportation Management Association and mitigation fund, and new approaches to managing and pricing parking. The process helped to spur a design study for extension of the MBTA’s Silver Line transit service.
I co-authored a report addressing the risks and opportunities of a Boston-hosted Summer Olympics from the perspective of long-term regional growth and sustainability. Our team analyzed potential impacts on transportation, climate change resilience, and housing stability and formulated recommendations for governance, design, and financing.
