You should read what every button/value does.
For reference,I'm on i7 9750H.Great cpu,can be undervolted a lot but runs very hot.I use liquid metal,Opolar cooler and stand cooler.

Make sure of these:
your laptop is above the surface;
your fans inside the laptop aren't sending back the hot air (if it does ,isolate them);
your dust filter doesn't stop air from coming out or in (take it out if it does);
your laptop's holes are big enough and air is flowing continously;
your laptop's fans' speed is high (try software like Notebook Fan Control,TPFanControl,etc);
your ambient temperature is low in the summer;
This is not a normal Throttlestop guide,this is a maximum performance guide!

Some of these can be set by your own preferences but this is what I recommend.
Keep ThrottleStop always open in background.
1.Open Task Scheduler->Task Scheduler Library->Create Basic Task.
2.Put the name you want.
Next.
3.Check "When I log on.
Next.
4.Choose "Start a program".
Next.
5. Browse and choose your Throttlestop.exe.
Next.
5.Check "Open the Properties dialog for this task when I click Finish".
Finish.
6.Check "Run only when user is logged on" and "Run with highest privileges".
Go to "Conditions" tab.
7.Uncheck "Stop if the computer switches to battery power" and "Start the task only if the computer is on AC power".
Go to "Settings" tab.
8.Uncheck "Stop the task if it runs longer than:" and "If the running task does not end when requested,force it to stop".
8.1.Check "Run task as soon as possible after a scheduled start is missed".
Press Ok.

Open cmd in the same directory as the power plan and write "powercfg -import %cd%\RevisionPowerPlanV2.8.pow " ,press Enter,go to power options and change to "Revision Extreme Performance".
