Pavel used his enormous wealth and security services connections to get support for the XO2 project but has to promise a lead role for Russia as global leaders in space survival. He works with the Chinese to design and build the three platforms and install their advanced technology. He tries to influence the team selection to ensure Russia is in a strong position throughout the project.
