The Manifesto of Feathers is a book by Boudicca Aeryth who one of the few Shifter leaders who survived the Shifter Genocide commonly referred to as "The Year of Torment" Shifters. In her book she advocates for a purge of Humanity, particularly those in the North, for the sake of 'protecting' the Shifter people. Boudicca Aeryth shows clear distain for the people of the Selyrian Alliance, generalising and villainising them into one horrific homogenous horde that, as she sees them, stop at nothing to eliminate their people.
She in turns suggests that the shifters should "learn the ways of the White Reapers" to fight back against their oppressors and "show them the true horrors of death." In order to achieve this goal, she suggests uniting the various shifter plans for the sake of achieveing her goals.
One thing that must be noted is that throughout the entirety of the book, Boudicca Aeryth treats the purge as if it in a necessity to survive, rather than an act of revenge. She claims "Understand that this act is a duty bound by principle, and not by pleasure. One must not enjoy cleansing this world of humans, but one must understand the sacrifice of our generation to prevent more deaths to our descendants." This prospect is more horrifying that revenge. Rather than a hot blooded inclination to obtain justice for those who wronged the shifter people, she is calling out for a cold, methodical elimination of threats to their people, like a farmer during a slaughter.

Boudicca Aeryth was one of the few shifter clan leaders who have survived the Shifter Genocide. Her belief of a human purge was unpopular by many, but slowly gained traction after several attempts by the Ravenian Government to eliminate the shifters from Ravena, the manifesto reached the more radical wing of The Aeryth Clan.
This document was published under the jurisdiction of the SUV, signed by Lady Dawn Sitia. Much of the pages of this document were burned by Lady Minthe of The Clan of Aeryth as a show of solidarity to the Selyria Alliance. Because of this, we have not retrieved some of its contents, More research shall be given if there is more evidence to see.
The Clan of Aeryth seems to have taken a more moderate stance now, fighting more towards securing their own statehood in The Camp of Feathers in rural Ravena, rather than pushing for their more radical acts in the past. This seemed to have been the case due to the decriminalization of shifters in Ravena, as well as the end of shifter racism (at least within the ruling class) in Ravena.
