We are thrilled to announce the finalization of the National Housing Construction Project (PHN) framework, establishing a complete, self-terminating, and fully accountable solution to chronic homelessness—right here in Vancouver, WA.
This is more than just housing; it is a movement built on guarantees and long-lasting community benefit.
The Local Housing Investment (LHI) Tax is not a permanent fixture. It is a temporary, ring-fenced financial tool that will generate a projected $30 Million per year for property acquisition, staffing, and support services.
The Guarantee: The LHI Tax is legally bound by a Sunset Clause. The tax automatically terminates as soon as we hit verifiable mission goals, such as asset recycling (selling 50% of acquired assets back to the private market) and zeroing out chronic street homelessness.
The Watchdog: Our Compliance and Audit Officer (CAO) provides a transparent, annual report to the public, verifying every dollar is spent correctly and measuring our progress toward the tax's expiration date.
We are eliminating the trade-off between compassion and public safety by building a multi-layered, trauma-informed safety structure. This structure combines professional security enforcement with certified peer-to-peer mentorship.
Professional Safety Team (CSSP): Our Community Safety and Security Project (CSSP) staff enforces the Zero-Tolerance Policy, ensuring disciplined communities and neighborhood stability. This staff exclusively recruits Veterans, Transitioning Military, and Retired First Responders. They are certified in Trauma-Informed De-escalation (TIDE), applying professional skills to supportive community action.
Re-entry Mentorship Team: We formally utilize the life experience of formerly incarcerated individuals and program graduates as certified Peer Mentors. These mentors also complete TIDE training and provide invaluable support for re-entry, employment, and accountability, creating a crucial internal feedback and support loop.
Zero-Tolerance Accountability: This dual-team approach ensures the Resident Code of Conduct is enforced professionally (CSSP) while providing authentic, lived-experience support (Peer Mentors), guaranteeing Zero Chaos.
When the LHI Tax ends, the organization and its positive impact will not. The closing of the local PHN chapters will launch a permanent national organization, the National Housing & Community Project (NHCP).
Neighborhood Guardianship: The CSSP and its trained personnel will transition into the local Neighborhood Guardianship Program (NGP), providing lasting, skilled conflict mediation and safety resources to neighborhoods.
A Self-Funded Future: Profits generated from selling the housing assets (Asset Recycling) will establish a permanent endowment, ensuring the NHCP can continue its research, consulting, and support for the NGP nationwide—without any reliance on future taxes.
The ultimate goal transforms the PHN's infrastructure from a crisis response tool into a permanent affordable housing asset. Once the mission goals are met and the LHI Tax sunsets:
Affordable Housing Utility: The remaining housing stock will be recycled back into the local housing market, managed by the newly independent National Housing & Community Project (NHCP).
The 30% Guarantee: These high-quality, community-integrated units will be dedicated to a Legacy Affordable Housing Pool, where new community residents (including essential workers and those in targeted community programs) can secure housing at the guaranteed rate of 30% of their adjusted gross income.
Stabilizing Growth: This mechanism ensures the PHN's infrastructure continues to stabilize housing costs and support specific community growth initiatives long after the initial crisis is solved, providing a lasting benefit to the entire city.
The PHN is an investment in self-termination, local accountability, and a national blueprint for success.

The NHCP is looking for 6-7 volunteer board members for the Vancouver, WA Chapter. This position works into a paid position when certain criteria are met. We are also inviting the public to donate funds to jump start the project.
