Quotas and Spectating

Here below represents quotas that HR's must keep up with:

2 points per week for Colonel and General.
1 point per week for Captain and Lieutenant.

QUOTA IS TEMPORARILY SUSPENDED

When spectating a training, you always need the permission from the host. Moff+ doesn't need any approvals for spectating trainings, but Colonel & General do. Even if the host is below your rank, you still need permission from them to spectate their training.
