🐴 Mission Statement — Texas Highway 21 Horse Rescue 

Texas Highway 21 Horse Rescue exists to protect equines from neglect, abuse, abandonment, and slaughter. The organization is committed to the rescue, rehabilitation, and responsible rehoming of horses who have been placed at risk through circumstances beyond their control.

The purposes of this organization are:

Rescue and Protection  

1. To remove horses from situations involving cruelty, neglect, abandonment, kill pens, and the slaughter pipeline to Mexico and Canada, and to provide immediate safety and humane care.

Rehabilitation and Recovery  

2. To ensure that rescued horses receive appropriate veterinary treatment, nutrition, behavioral support, and individualized rehabilitation necessary for their physical and emotional recovery.

Placement and Lifetime Welfare  

3. To place rehabilitated horses into safe, permanent homes through a structured adoption process, and to provide lifelong sanctuary for equines who are not suitable for adoption.

Education and Advocacy  

4. To promote responsible horse ownership, reduce overbreeding, and educate the public on equine welfare, including the prevention of cruelty, abandonment, and unsafe transfer of ownership.

Community and Law‑Enforcement Support  

5. To collaborate with local communities, veterinarians, and law‑enforcement agencies in cases involving cruelty investigations, seizures, and emergency interventions.

Owner Assistance and Humane Alternatives  

6. To assist owners facing financial or personal hardship by offering resources, guidance, and humane options that prevent horses from entering dangerous or exploitative situations.
