The History on the Establishment of the New TESDA Provincial Training Center Camiguin in November 17, 2020
In July 8, 2019, Memorandum 269s. 2019 issued by Sec. Isidro S. Lapeña, PhD, CSEE, re: Establishment of Provisional Training Center. All provincial offices without an established PTC are directed to immediately establish a PTC and assign one Senior TESD Specialist to start its operation.
In September 13, 2019, TESDA Order No. 644 series of 2019 issued by Sec. Isidro S. Lapeña, PHD, CSEE, re: Designation of Provisional Training Teams for Provinces without PTCs. “Designation of Elwin Artemio O. Barquez, Jr., as Head, Provisional Training Team for Camiguin TESDA Region X, effective immediately. However, on September 30, 2019, Mr. Barquez filed an early retirement.
In Februay 24, 2020, TESDA Order No. 138 s. 2020 issued by Sec. Isidro S. Lapeña, PHD, CSEE, re: Designation of Fabiana A. Abuzo, as Head, Provisional Training Team for Camiguin TESDA Region X, effective immediately.
The Provincial Director, John D. Simborios tried to look for land area for the PTC establishment.
In the acquisition of Deed of Usufruct/donation is not an easy task. Several local government offices are visited to comply on the directives on the acquisition of the Deed of Usufruct/Donation for the establishment of the new Provincial Training Center (PTC). The good thing is that, all of these offices promised us to work on this. The challenge is when will it happened?
In March 4, 2020, the Head of the PTT, Fabiana A. Abuzo receives her appointment during the 4th General Directorate Conference and 1st Administrator’s Conference at the Central Office, Taguig, Manila in March 5-7, 2020.
Upon return to the mother unit in March 8, the outbreak of the pandemic CoVID 19 occurred on the following week in the Province of Camiguin. The province was declared under the Emergency Community Quarantine (ECQ) March-June. During this time several lockdowns declared including the barangays where employees live. So establishment of the PTC is hard and a headache for those who are assigned, because they cannot move.
In July 2, 2020 Fabiana A. Abuzo, who is the Head-PTT, was ordered as Officer In-Charge at the Camiguin School of Arts and Trades (CSAT). During this time, the focus was in CSAT, complying all the requirements on health protocols on new normal from TESDA National and LGU Task Force, the requirements in Flexible Learning Delivery (FLD) Mode of training through updating the curriculum for the Certificate of Recognition in FLD Mode of Delivery, complying requirements for the inspection of LGU Task Force so it can proceed with the training delivery and conduct of national assessments for national certification of graduates for CSAT. The focus for the establishment of PTC Camiguin is no longer the priority due to lack of time and limited movement due to pandemic CoVID19.
In September 10, 2020, TESDA Order was received for Fabiana A. Abuzo to return back to her mother unit at the Provincial Office. The Regional Director via zoom meeting instructed the PTT-Head to focus on the establishment of PTC.
During the time that the PTT-Head was in CSAT, the Provincial Director, John D. Simborios exerted much effort for the acquisition of the Deed of Usufruct/Donation. He visited the local government offices for the negotiation of the Deed of Usufruct. There was a resolution issued by the PTESDC that the PTC shall be constructed in the Municipality of Mambajao that makes the team to focus the negotiation within the Municipality of Mambajao.
In the meantime that there was no land area yet, the PTC had first established its facilites, at the adjacent room in the Provincial Office at P. Reyes Street, Mambajao. The registration application in TESDA UTPRAS for the first program in Bookkeeping NC III applied, and approved in September 18, 2020. Then apply for accreditation of its Assessment Center in Bookkeeping NC III, and approved in September 22, 2020.
Dir. John D. Simborios awarded the Certificate of TVET Program Registration in Bookkeeping NC III and Certification of Accreditation of Assessment Center of same qualification.
Since the issuance of TESDA Memorandum No. 269 series of 2019 for the establishment of the new PTC in July 8, 2019 till the 1st week in October 2020, there was still no Deed of Usufruct executed. Pressures from above in working out on this matter, had really made us sleepless nights. Aside from fulltime work in the Provincial Office and CSAT, due to transfer and unfilled positions, and the pandemic issues make our move limited to do the tasks.
In October 8, 2020, Mayor Kiterio Antonio U. Palarca II of the Municipality of Catarman called TESDA regarding TESDA skills training to be implemented in the Municipality of Catarman especially on the identified RCSP barangay.
PTT-Head, Fabiana A. Abuzo met Mayor Kit to talk on TESDA Skills Training Programs for the municipality of Catarman. During the meeting it happened that we mention on the Provincial Training Center to be established here in Camiguin. Mayor Kiterio Antonio U. Palarca II with MPDO Engr. Arturieto B. Ramigoso offered the Single storey Building built in 2014 within the 120 sqm lot area for the Skills Training programs, a 600 square meter Farm Demo area for agri-related qualifications, and 184 square meter lot for the construction of the Single storey 3-classroom building, and that this is to be called Catarman Campus. So during this meeting it initially agreed that a Deed of Usufruct will be worked out for TESDA PTC-Camiguin (Catarman Campus). It will be called Catarman Campus because there is a resolution from PTESDC that it is to be built in Mambajao, Camiguin being the center Municipality.
In October 22, 2020, the PTT-Head visited again the Mayor of the Municipality of Catarman, to follow up the agreed said Deed of Usufruct. Unexpectedly, the Hon. Mayor Kiterio Antonio U. Palarca II, turnover the Deed of Usufruct for PTC Camiguin thru the Senior TESD Specialist/PTC/PTT-Head, Fabiana A. Abuzo.
The said Deed of Usufruct is endorsed by TESDA Camiguin Provincial Director, John D. Simborios for signing with Sec. Isidro S. Lapeña, PhD, CSEE, TESDA Director General, with the Regional Director, Tarhata S. Mapandi,CESO III.
We are very much thankful to Mayor Kit for his support to TVET programs. Also to the Sanggunian Bayan Council for the SB Resolution No.100 s. 2020 authorizing the Hon. Mayor to sign such document. And of course to MPDO Engr. Arturieto B. Ramigoso for processing all the needed required documents.
With this we are able to secure the Deed of Usufruct for TESDA Provincial Training Center -Camiguin (Catarman Campus), signed by Sec. Isidro S. Lapeña, PhD, CSE and Mayor Kiterio Antonio U. Palarca of LGU Catarman in November 26, 2020, witnessed by Regional Director, Tarhata S. Mapandi, CESO III and Dir. John D. Simborios of TESDA Camiguin Office.
In November 17, 2020 TESDA Order No. 462 series of 2020 is issued by Sec. Isidro S. Lapeña, PhD, CSEE, re: Establishment of the Provincial Training Centers in the country that includes Camiguin Province. Now, TESDA Provincial Training Center – Camiguin (PTC – Camiguin) is officially established. This marks the birth of the TESDA Provincial Training Center - Camiguin.
In January 11, 2021, Fabiana A. Abuzo, has her Oath Taking as the appointed Supervising TESD Specialist. This is the first filled up position of the new PTC-Camiguin.
In January 18, 2021, the PTC-Camiguin occupied its new office in Catarman Campus, in Purok 4, Compol, Catarman, Camiguin. The PTT-Head, Fabiana A. Abuzo, together with her is Jo-Ann D. Monton as its first staff as Job Order.
In January 27, 2021, TESDA Order No.039 series of 2021 was issued re: Designations of Administrators for Regional and Provincial Training Centers that includes Camiguin with Fabiana A. Abuzo as the PTC-Administrator.
In February 1, 2021, Ms. Tiffany O. Magada, had her Oath Taking as TESD Specialist II, the 2nd plantilla item that was filled up. She is the first regular staff of the new PTC.
In February 2, 2021, Mrs.Fabiana A. Abuzo meet Mayor Palarca of LGU Catarman, asking to vacate the building with Deed of Usufruct (use for CoVID19 Isolation Area) for the registration of New Programs. The honorable mayor agreed willingly, but to partner the PTC in constructing the four rooms for it's transfer as its new isolation room for Male OFWs.
In February 24, 2021, the New PTC was invited to a meeting with the Municipal Agriculture and Fishery Council (MAFC) held within the MAO to share TESDA programs and projects, venue for future partnership with Catarman Municipal Agriculturist, Joseph F. Navales. This is the first meeting we had since we assumed in the New PTC Office. On same date, compliance to the placement of Malasakit Help Desk to the new PTC as Secretary Directive in all TESDA Operating Units. Also, the development of the Mini Organic Farm within the area. Soon this will be the demo farm for our trainees so they can also set up their own mini farm in their homes and barangays.
The building with Deed of Usufruct needs minor repair in its roof and walls for repainting, and so we started repairing it.
In February 23, 2021, Internet Connection Installation by PLDT. At last, the office has now the internet connection activated @100mbps. This the first PLDT connection installed in the area.
In February 23, 2021, Acting Provincial Director , Allan S. Millan, issued Memo #074 s. 2021 for the transfer of Bookkeeping NCIII from Mambajao to Catarman. The PTC was not able to conduct training immediately, because it works out the re-registration of the program, due to change of venue. It was re-inspected in May 19, 2021, hence we are not able to implement right away the approved QM.
In March 26, 2021, Francine Jay G. Ligan, has his Oath Taking as TESD Specialist II, the 3rd approved plantilla item that is filled up.
In the first week of April, ICT plan as required during 3/19/21 meeting with CO-MITD/ROMO is completed, and submitted to PO for indorsement to RO/CO.
In April 8, 2021, completed the Fedelity Bonding of Accountable Officers/Personnel. The Opening of 2 Bank Accounts per Secretary’s Directive, Current Account-Regular Fund Current Account, and SSP Revolving Fund are approved and completed. Updating of TESDA Specialist Profile completed.
In April 19, 2021, the Synchronize Launching of the opening of Community Pantry in R10. With the products from the Mini Organic Farm, and small contribution from own pockets of the employees, the PTC able to participate the said activity. It was visited by Mayor Kiterio Antonio "Kit" U. Palarca, together with the Vice-Mayor.
In April 21, 2021, the 2nd Deed of Usufruct is handed by Mayor Kit U. Palarca to Administrator, Fabiana A. Abuzo containing 194 square meter lot with existing two-classroom-building. The building is for repair and repainting.
In April 22, 2021, the newly hired personnel attended the webinar in Online Fidelity bonding Systems by the Bureau of Treasury.
In May 18, 2021, the personnel from LGU Catarman is helping the PTC in clearing the area in front of the building for BBP NC II, that was once a dumping site for unreusable motor vehicles. MAO Personnel are helping the PTC in transferring Tools and Equipment to its venue.
May 19, 2021, Bookkeeping NC III Site Ocular Re-Inspection for UTPRAS Registration requirements. Certificate of TVET Program Re-registration is approved in May 26, 2021 with CTPR #20211018SOCBKP307047.
In May 24, 2021, conducted the first formal Staff Meeting.
In May 26, 2021, the Installation of Electricity Connection to the Existing Building with new 2nd Deed of Usufruct is done.
In May 26, 2021, Bread and Pastry Production NC II Site Ocular Inspection for UTPRAS Registration requirements. Certificate of TVET Program Registration is approved in July 15, 2021 with CTPR #20211018TRSBPP209060.
In June 17, 2021, the PTC is invited for the second time to a meeting with CACAO Growers with MAO and DOST. The MAO Head, Joseph F. Navales invited PTC Camiguin to join their meeting for possible convergence with TESDA Programs. The meeting is attended by its Administrator.
In July 1, 2021, the two (2) Sr. TESD Specialist positions are filled up and had had their Oath Taking, Alma G. Democer and Jonnamae M. Bisin, with Sec. Isidro S. Lapeña, PhD, CSEE. These are the 4th and 5th approved plantilla positions that are filled up.
In August 25-27, 2021 is a long week TESDA Anniversary Celebration. The PTC-Camiguin participated the celebration during its opening, then in the Synchronized opening of the TESDAMAYAN, wherein the harvests from the Mini Organic Farm, and some of the sweets products out of the Prepare Sweets Trainings, plus the employees personal contributions of some goods , were distributed to the people around the area during the said activities.
In August 31, 2021, the last new approved plantilla position for PTC was filled by Engr. Wilfredo B. Badoy, Jr. and has his Oath Taking with Sec. Isidro S. Lapena, PhD, CSEE.
So as of this day the PTC-Camiguin has now an ongoing trainings in Bookkeeping NC III, with its Administrator as the trainer. Also an ongoing training for the 5 barangays on Prepare Sweets Leading to Cookery NC III with its trainer, Mirasol C. Estrada, and Ms. Alma G. Democer, and Entrepreneurship Development Training with Ms. Tiffany O. Magada as its trainer.
New Qualification Map in Bread and Pastry Production NC II for the TWSP in FY 2021 has been approved and will be starting its training on September 15, 2021.
