What is SPRS?

Supplier Performance Risk System (SPRS):

 

To qualify to perform any work for the US Government, Department of Defense, or federal agencies, a small business must be registered in the Supplier Performance Risk System (SPRS). The process of getting registered in SPRS requires a number of pre-requisite activates, and a comprehensive NIST 800-171 assessment.  Overall, the process of registering in SPRS involves first obtaining a DUNS number; registering in SAM, which is the primary government-wide database of contractors and awardees; creating an account in SPRS; submitting past performance questionnaires; and requesting an SPR.

 

Here is a summary of the steps to register in SPRS:

 

1.      Obtain a Data Universal Number System (DUNS) number: A DUNS number is a unique identifier that is assigned to each physical location of a business. It is required for SAM and SPRS registration. Businesses can obtain a DUNS number for free from Dun & Bradstreet.

 

2.      Register in the System for Award Management (SAM): SAM is the primary government-wide database of contractors and awardees. To register in SAM, a business will need to create a user account, provide basic business information, and upload a notarized letter authorizing the business to act on its behalf. Note: SAM registration is free.

 

3.      Create an account in the Supplier Performance Risk System (SPRS): Once a business is registered in SAM, it can create an account in SPRS. To create an account, the business will need to provide information about its products and services, past performance, and quality management system.

 

4.      Submit a Past Performance Questionnaire: A past performance questionnaire must be completed for each contract a business has performed on in the past three years. The questionnaire is sent to the contracting officer who can provide feedback on the business's performance.

 

5.      Request a Supplier Performance Risk Rating (SPR): The SPR is a rating that is based on the past performance questionnaire and other data collected in SPRS. A business can request an SPR at any time, and the SPR will be used by contracting officers to evaluate the business's past performance and determine whether it is suitable for future contracts.

 

It is important for businesses to ensure that their information in SAM and SPRS is accurate and up-to-date to maximize their chances of being selected for government contracts. Additionally, businesses should regularly monitor their SPR to identify areas for improvement and work to address any issues that are identified.
