CODE OF CONDUCT


Declaration

I am a responsible young adult! As I continue to demonstrate this responsibility, I desire and demand from my peers and advisors, the respect to which I earn and am entitled. I expect to be judged and held accountable for my words and actions both within and outside the ship. Accordingly, on my honor I pledge to conduct myself at all times in keeping with the guidelines established by the following code.


Code of Conduct:

As a member of this Ship I am expected to:

Uphold the Scout Oath and Law

Live the Sea Scout Promise

Learn and Have Fun!


As a participating member of this ship I will not:

Harm another - verbally or physically

Show disrespect for leaders, shipmates, ship, or self

Post on social media so that I embarrass or disrespect myself, family, ship

Plug in to a PID (personal isolation device - cell phone, etc.) unless authorized

Pair off with a member of the opposite sex without a leader’s permission

Engage in public displays of affection (PDA)

Engage in any hazing or initiation activity that humiliates or harms another

Leave an activity without a leader’s knowledge and consent

Use offensive or vulgar language

Use tobacco, alcohol, drugs, or other harmful substances


Consequences for inappropriate actions or violating this Code of Conduct:

  1. Warning by an officer/adult leader

  2. Warning by Skipper and parents contacted

  3. Parents contacted and suspension from the next activity

  4. Removal from Ship membership (secret ballot vote, ⅔ in favor of removal)

Bylaws

Sea Scout Ship 0002

  1. Preamble - We live by the following:

    1. Sea Promise ♦ Scout Law ♦ Scout Oath

  2. Objectives:

    1. The objectives of SSS 0002 are:

      1. To learn Sea Scout advancement, other nautical, leadership, organization, teamwork, and communication skills

      2. To share responsibilities

      3. To have fun

  3. Membership

    1. Membership shall be open to all young adults living in the surrounding area who are 14 years of age or 13 years of age and have completed the eighth grade and under 21 years of age.

      1. No prospective member shall be disqualified because of race, color, creed, gender, or financial status.

      2. All members must be registered as Sea Scouts and agree to and sign the ship code of conduct and bylaws.

      3. BSA Required medical forms must exist for all members and renewed each year.

  4. Dues and Finances

    1. Dues are set each year by the youth with committee approval.

      1. 2020 dues are: $72/year or $6/month after January

      2. Dues must be paid annually (calendar year)

      3. Dues not paid within the first month will make the member ineligible to participate in activities.

      4. Ship Activities are “pay-as-you-go”.

      5. Special financial considerations are to be brought to Ship’s Committee or Skipper for approval.

    2. Money Earning

      1. Dues will be supplemented by money-earning activities involving the participation of all members. Members not participating may not be entitled to the benefits of the money derived from the activities.

      2. All money-earning projects must be approved by the Skipper and meet the requirements listed on the BSA Unit Money-Earning Application, No. 34427.

    3. Service and Fundraising

      1. Reasonable service to Ship 0002 and the community are always expected.

      2. It is expected that a Scout will participate in:

        1. Service to community or ship

        2. Fundraisers

          1. Crew decides the use of any fundraisers.

        3. Outreach - recruiting new members

        4. Workdays - as prescribed by the unit.

  5. Safety and Training

    1. “Every Scout deserves a trained leader.” All activities and individuals will abide by the Guide to Safe Scouting and each member of the unit will complete, including but not limited to, the following training: BSA training requirements for Youth Protection, Safe Swim Defense, Safety Afloat, and USCG or TPWD Boaters Safety Course.

  6. Meetings and Events

    1. All meetings will be held at Boy Scout Clubhouse, Enslen Park, unless otherwise specified.

    2. General meetings will be held at least twice a month.

    3. Special meetings may be called by the Boatswain or appointee, as needed.

    4. Sea Scout Manual and SPAR (Scout Personal Advancement Record) are to be brought to ALL meetings, unless otherwise specified.

    5. All members are subject to the supervision and authority of the Officers and/or Mates from arrival until dismissed.

  7. Ship Business

    1. Ship business will be conducted under the principles outlined in Robert’s Rules of Order.

    2. Voting on all issues will be by simple majority, with the exception of changes or amendments to the bylaws, which will require a two-thirds vote of the total active membership.

    3. A quorum shall consist of one more than the majority of members for votes on routine business.

  8. Officers

    1. The elected officers shall be: Boatswain, Boatswain’s Mate, Yeoman, Purser, Storekeeper,

    2. Other officers may be appointed:

      1. Media Specialist, and other Specialist(s). Appointments are made by the Boatswain with consent of the Skipper

    3. Officers will wear their uniform at all Ship meetings and events with the badge of office properly displayed; unless otherwise specified.

    4. Normal term of office shall be twelve months starting on February 1. Elections shall be held in January.

    5. Nominees must have met attendance requirements for prior 3 months, and be willing and able to serve in the position elected for the full term of office.

    6. No member shall serve more than two (2) consecutive terms in the same office, unless there is shown to be no opposition to the currently elected officer. In this case, there is no vote.

    7. In the event that an officer resigns, quits or is expelled, a temporary officer shall be appointed by the Skipper and approved by the current remaining officers.

    8. Nominees will meet with the Skipper/Mates prior to the acceptance of or voting/appointing on any position.

    9. Nominees may request to address the ship prior to votes being cast.

    10. Nominations will be presented to the ship no less than one (1) week prior to elections.

    11. All contested ballots shall be in secret and be counted by the Skipper and one Mate.

    12. All Nominated members MUST BE PRESENT for election. Request for excused absence must be made to Skipper.

  9. Uniforms and Clothing

    1. Dress Uniform – New Century Uniform [shirt and pants], ball cap hat, black shined shoes/boots, and badge of office insignia.

    2. Activity (AKA Field) Uniform – New Century Uniform [shirt and pants or shorts], work shoes/boots, ball cap.

    3. Utility Uniform – BSA printed shirt, pants or shorts, appropriate shoes, and ball cap.

    4. Uniform of the Day (UoD) Minimum Requirements

      1. Ceremonies, Bridge of Honor:

        1. Dress Uniform

      2. Regular Ship Meetings:

        1. Dress/Activity Uniforms shall be worn by officers and leaders.

        2. Utility Uniform shirt is the minimum requirement for non-officer attendees.

      3. Utility Uniform should be worn when traveling to and from all events, or as prescribed.

      4. Utility Uniform is the minimum standard for 1 day outings.

      5. Other clothes may be worn during multiple day outings (summer/winter cruise), clothing must be appropriate for occasion.

      6. Event specific uniforms will be defined prior to an event.

    5. No writing, drawing or offensive/questionable language or symbols on clothing, including uniforms

    6. All uniforms are to be clean, well cared for.

    7. Shoes are to cover the toes and capture the heel.

    8. Uniform shorts may be substituted for the Activity or Utility uniform pants

      1. All shorts worn at Sea Scout meetings and events must meet the “fingertip length” dress code requirements (stand up straight, hold arms vertically down at sides. Outside hem of shorts should be below the tips of fingers.)

    9. Skipper reserves the right to have Scout or Adult change clothing deemed inappropriate.

  10. Electronics Use Policy

    1. All electronics are to be silenced and put away during meetings, unless approved by Skipper/Mate.

    2. All electronics (IPods, Laptops, Video Games, and other personal electronic devices) are seen to be a distraction and a safety hazard and are therefore not allowed onboard the boats, unless previously approved of by Skipper/Mate.

    3. Phones, Tablets, Cameras may be used for social media publishing of unit events or unit history documentation. No other use is authorized, unless approved by Skipper/Mate.

  11. Communication

    1. It is expected of all Scouts, that he/she will communicate with the Skipper or Boatswain, if Scout will not be attending any meeting or event.

      1. Contact is expected to be made at least 24 hours prior to any event.

      2. Failure to communicate absence will result in consequences.

        1. Physical conditioning, suspension from next event, reduction in rank

  12. Attendance

    1. Active status requires 75% attendance of general ship meetings.

    2. Rank advancement requires 75% attendance of unit activities

    3. Absences should be cleared through the Skipper, or Boatswain.

  13. Activities

    1. It shall be the intention of the ship’s leadership to provide water-based high adventure developed around the six experience areas of: Citizenship, Leadership, Fitness, Social Interaction, Outdoor Activities, and Service to Others.

    2. All activities are “pay-as-you-go”, the following expenses may include, but not limited to: food, fuel, docking fees, entry fees, transportation, or other expenses as deemed necessary for a specific activity.

  14. Advancement

    1. Rank advancement will be recognized during Bridge of Honor which takes place no more than four times per year.

    2. A Bridge of Review may be held when a ship member is eligible to advance through the ranks. Individual requirements may be signed off at any time by the Skipper, or any approved person.

    3. Recognition of advancement by the members of the ship may occur during regular meetings.

    4. Bridge of Honor Ceremonies for Quartermaster Rank shall be at the discretion and in the fashion that the youth that earned the rank approves of.

  15. Expectations of Officers and Crew: The ship’s officers and crew are expected to act according to and enforce the Ship’s Code of Conduct and Bylaws.

    1. Violation of Ship’s Code of Conduct and Bylaws can result in the following:

      1. Discussion with Boatswain, Skipper, designee

      2. Conditioning (Scouts: pushups, running, etc.) or monetary fines (adults)

      3. Person sent home from activity

      4. Parent informed by Scout and/or Skipper/designee

      5. Suspension from Scout Activities for up to one month

      6. Removal from Sea Scouts (⅔ vote by Ship’s company)
