The GCF Secretariat recapped its mandate to prepare a proposal on mainstreaming REDD+ RBPs, building on the outcome of consultations mandated a B.35, no later than B.40. The mainstreaming format is focused on optimizing access for all countries. It is a long-term offer that reduces competition for timebound resources, ensures appropriate geographical balance, while the simplified structure aims to enhance clarity. The country caps of 15 Mt CO2eq allows for more equitable access, while the results period of 2018 - 2022 under GCF 2 seek to optimize both short and long term access. Finally, it encourages complementarity between readiness support and project cycle. A brief overview was also presented on the discounts, deductions and retirement requirements, which are set out in more detail in draft document to be presented at B.40 in October 2024.
The SSE concluded with a significant joint statement emphasizing the ongoing necessity for South-South cooperation in addressing climate change and the vital role of tropical forest nations in global climate action. This serves as a critical touchstone for participating countries, outlining the essential need for sustainable climate finance mechanisms and coordinated efforts to enhance forest conservation, bolster carbon sequestration, and protect biodiversity. By reflecting a collective commitment, the statement lays the groundwork for future strategic initiatives and ensures that the priorities and voices of these nations are effectively represented in international climate discussions. Participating countries aim to maximize the statement's impact through follow-up actions, driving meaningful progress in climate goals and reinforcing the role of tropical forest nations in sustainable development.
Several expected outcomes from SSE 2024:
Strengthened Collaboration: Countries expect the joint statement to act as a catalyst for enhanced collaboration among tropical forest nations. By presenting a unified stance, they aim to increase their collective influence in shaping international climate policy, particularly in negotiations at forums like UNFCCC COP-29 in Azerbaijan and COP-30 in Brazil. This collaboration is seen as essential for addressing shared challenges and maximizing resources.
Actionable Framework: The joint statement is anticipated to provide a clear, actionable framework for mobilizing sustainable climate finance. It is expected to outline specific recommendations for funding mechanisms that address the unique needs of tropical forest countries, thereby supporting their REDD+ and RBP initiatives.
Increased Visibility: Countries look forward to the joint statement elevating their visibility in global climate discussions. By articulating a shared vision and common goals, they hope to garner greater recognition from international stakeholders, leading to enhanced commitments and support for their climate initiatives.
Policy Influence: The statement aims to influence policy dialogues by providing a comprehensive perspective on the challenges and contributions of tropical forest nations. Countries expect that this will encourage more inclusive decision-making processes at international climate forums.
Country Reflections: During the final session, representatives from each participating country shared insights and key learnings, identifying specific follow-up actions for both domestic and international implementation. These reflections are deemed crucial for shaping future climate finance strategies and enhancing policy dialogues.
